
The conference was attended by representatives of departments, branches and People's Committees of wards and communes, along with more than 300 businesses and representatives of management boards of apartment buildings in Ho Chi Minh City.
Speaking at the conference, Ms. Cao Thi Phi Van, Deputy Director of ITPC shared that many people now choose to live in apartments because of the conveniences that apartments bring. However, during the operation process, many apartments have many problems that need to be resolved.
Therefore, the goal of the conference is to provide necessary information to the Board of Directors and residents in the process of managing and using apartment buildings. At the same time, this is also an opportunity for residents and management agencies to discuss and find ways to resolve difficulties and problems surrounding the management and operation of apartment buildings.

At the conference, Mr. Tran Si Nam, Deputy Director of the Department of Construction of Ho Chi Minh City, informed that up to now, the whole city has 1,771 apartment projects that have been handed over to apartment buyers, with hundreds of thousands of households living there. These are not only modern architectural works, but also community spaces, reflecting the urban lifestyle, behavioral culture and quality of life of the city's residents.
“Currently, there are three major problems in apartment management. The first is the conflict between residents, the Management Board and the investor. The second is the lack of transparency in the collection, management and use of the Management Board and the operation process is still lacking transparency and unclear. The third is the inadequacy in maintenance and structural safety work that is not consistent,” Mr. Nam stated.

At the conference, representatives of the Management Board and the apartment building management unit raised many existing issues such as: The handover of 2% maintenance fee between the investor and the Management Board, the mechanism for handling cases of delay, dispute or incomplete handover of maintenance funds; the collection and disbursement, declaration and payment of taxes for apartment building operations, including interest arising from bank deposits, collection and payment on behalf of others and other income need to be public and transparent; the public process of repairing, renovating, changing the design of apartments or the exterior of the building; the delay in granting pink books to residents even though there are apartments where people have received apartments and lived for more than 10 years...

At the conference, representatives of the Ho Chi Minh City Department of Construction and related departments and branches directly answered questions and clarified the legal basis, procedures, and instructions for implementing regulations on management and use of apartment buildings.
