The Department of Taxation for Large Enterprises stated that, according to regulations, it is assigned by the General Department of Taxation to manage taxes for foreign suppliers. Accordingly, the Department of Taxation for Large Enterprises has proactively reviewed, disseminated information, provided support, and repeatedly issued written requests urging foreign suppliers conducting e-commerce business in Vietnam to register for tax in accordance with tax management laws.
To date, the vast majority of state-owned enterprises (SOEs) have seriously complied with this regulation. However, some SOEs have yet to register for tax on the General Department of Taxation's online portal, including four SOEs engaged in e-commerce based on digital platforms that have not yet registered for tax in Vietnam.
Based on legal regulations, the Department of Large Enterprise Taxation is publishing a list of information on 04 foreign entities that have not yet registered for tax.
Despite operating in Vietnam for decades, Agoda and Booking have yet to register for tax purposes. |

Ltd - Company website: https://www.paypal.com; Airbnb Ireland Unlimited - Company website: https://www.Airbnb.com; Booking.com BV - Company website: https://www.Booking.com.
Based on the published list of 04 State-Owned Enterprises (SOEs), the Department of Large Enterprise Taxation requests relevant state management agencies, including the Ministry of Information and Communications, the Ministry of Industry and Trade, the State Bank of Vietnam, the Ministry of Public Security , etc., to coordinate and implement appropriate management measures in the management of these SOEs, according to their functions, duties, and scope of management.
In a related development, the General Department of Taxation has also sent a document to the head offices of 100 banks and payment intermediaries requesting them to declare and pay taxes on behalf of four foreign suppliers who have not yet registered for tax in Vietnam.
In the document, the General Department of Taxation informs the head offices of banks and payment intermediaries of the list of foreign suppliers mentioned above.
"By this document, the General Department of Taxation requests the head offices of banks and payment intermediary service providers to notify their branches of the aforementioned foreign suppliers so that they can declare, deduct, and pay taxes on behalf of foreign suppliers when making payments for transactions with foreign suppliers as prescribed," the document from the General Department of Taxation clearly states.
Agoda, Airbnb, Booking… are known as online travel agencies specializing in providing services such as hotel bookings, airline tickets, tours, insurance, and other related products.
Despite operating in Vietnam for decades, many of these suppliers have yet to register for tax purposes, even though the tax authorities have repeatedly urged them to comply with this regulation.
