
At the meeting, Ms. Tan Thi Que thanked the Standing Committee of the Provincial Party Committee, the People's Council, and the Provincial People's Committee for their attention, support, and facilitation. Identifying this as a trust and responsibility before the Provincial People's Council delegates and voters of the whole province, Ms. Tan Thi Que affirmed that she will make efforts to complete the assigned tasks well; at the same time, she hopes to continue receiving the attention and support of the leaders of the Provincial Party Committee, the People's Council, the Provincial People's Committee, and the Provincial People's Council delegates.
Ms. Tan Thi Que was born on July 17, 1979, hometown: Khong Lao commune, Lai Chau province; degree: University of Pedagogy majoring in Biology - Chemistry, Master's degree in Education and Community Development; Advanced degree in Political Theory.

Ms. Tan Thi Que has held many important positions such as: Vice Chairman of the People's Committee of Tam Duong district (old); Deputy Director, Director of the Department of Culture, Sports and Tourism of Lai Chau province; Secretary of the District Party Committee, Chairman of the People's Council of Tam Duong district (old); Head of the Ethnic Committee of the People's Council of Lai Chau province.
Opening the session, Ms. Giang Pao My, member of the Party Central Committee, Chairwoman of the Provincial People's Council, Head of the National Assembly Delegation of Lai Chau province, emphasized that this is a regular year-end session of special importance, comprehensively assessing the results of implementing tasks in 2025 and the entire period of 2021 - 2025; reviewing and deciding on many major contents, creating a foundation for the province's development orientation in the coming period, especially the period of 2026 - 2030.

Chairman of Lai Chau Provincial People's Committee Ha Quang Trung, on behalf of the Provincial People's Committee, presented the Report on the implementation of the socio-economic development plan, ensuring national defense and security in 2025; the plan for 2026. Accordingly, in 2025, the socio-economic situation of the province continued to maintain growth momentum and achieved many positive results. The GRDP growth rate is estimated at 8.2%, exceeding the assigned target; of which industry - construction increased by 11.78%, services increased by 7.2%, agriculture - forestry - fishery increased by 4.9%. The average gross domestic product per capita reached 65.5 million VND.
The province continued to develop concentrated commodity production areas, with food output reaching 226,000 tons; fresh tea output reaching over 70,000 tons; fruit trees over 50,000 tons; aquaculture area reaching 1,034 hectares, output 4,000 tons. Industry continued to maintain high growth, production value estimated at 9,503 billion VND; 9 more hydropower plants were completed, raising the total capacity of the province to 3,230 MW. Trade, service and tourism activities recovered strongly; total retail sales of goods reached over 10,200 billion VND. The province welcomed 1.47 million tourists, with revenue of over 1,205 billion VND. Local budget revenue reached 17,312 billion VND, exceeding 45% of the central government's estimate.
Education, health, culture and society continue to receive attention from the province, social security is ensured; the rate of schools meeting national standards reaches nearly 72%; 95% of the population has health insurance; 10,134 workers have jobs. Sports movements, cultural and tourism activities are organized enthusiastically and effectively. Political security and social order and safety are maintained; border diplomacy is strengthened; the two-level government system operates stably.

In 2026, the Provincial People's Committee proposed many key groups of tasks, focusing on implementing three strategic breakthroughs; promoting the improvement of the investment and business environment; developing commodity agriculture; accelerating the progress of major traffic projects; effectively implementing national target programs; improving the quality of education, health care and ensuring social security; maintaining national defense and security and strengthening foreign affairs...
