- Distinguished elders, esteemed guests, comrades, and all members of the Congress!
Today, I am very pleased and excited to join Comrade Nguyen Thi Thu Ha, Member of the Central Committee of the Party, Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, in attending the 12th Congress of the Vietnam Fatherland Front of Ninh Binh province (term 2024-2029). First of all, I would like to extend my respectful greetings, best wishes for good health, and congratulations to the Provincial Party Secretary, the leaders and former leaders of the province, the delegates, and all participants of the Congress for a successful outcome.
Distinguished delegates, ladies and gentlemen of the Congress!
I highly appreciate and agree with the draft documents presented to the Congress and concur with some of the heartfelt and responsible contributions from the delegates. Following this, I would like to discuss the following points with the Congress:
1. Regarding the general situation of the country and the work of the National Front.
Against the backdrop of a volatile, complex, and unpredictable world and region, including the Russia-Ukraine conflict and the devastating COVID-19 pandemic, under the wise leadership of the Party, and leveraging the traditions and strength of national unity combined with the power of the times, our country has achieved many great accomplishments. As the late General Secretary Nguyen Phu Trong summarized, and as affirmed by the 13th National Party Congress: "Our country has never before possessed such a foundation, potential, position, and international prestige as it does today." The Party's correct policies and guidelines, combined with the strong faith of the people, have created a combined strength enabling our country to overcome many difficulties and challenges, especially in the tenacious fight against and victory over the COVID-19 pandemic; and to resolutely implement unprecedented solutions to restore and develop the economy and society, determined to successfully implement the Resolution of the 13th National Party Congress.
At the end of the first six months of 2024, GDP increased by 6.42%; total social investment increased by 6.8%; foreign direct investment increased by 8.2%; budget revenue increased by 15.7%; trade surplus was 11.6%; per capita income increased by 7.4%; and the number of businesses resuming production and newly registered increased by 5.3%. These are telling figures, demonstrating that the country's socio-economic situation is on the path to recovery and development, giving us hope that we will achieve and exceed the targets of the 2024 plan.
Along with the leadership achieving many great and comprehensive achievements in all fields, the Party and the entire political system continue to pay special attention to the work of the Fatherland Front. The Politburo issued a Decision to elevate the Party Committee of the Vietnam Fatherland Front from being directly under the Secretariat to being directly under the Politburo. This is a historic decision; currently, only the Party Committee of the National Assembly, the Party Committee of the Government, and the Party Committee of the Vietnam Fatherland Front are directly under the Politburo. This shows that the role and mission of the Vietnam Fatherland Front have been placed at a new level in the current revolutionary period.
In particular, the Central Committee of the Communist Party of Vietnam has summarized 15 years of implementing Resolution No. 23-NQ/TW and issued Resolution No. 43-NQ/TW on November 24, 2023, on continuing to promote the tradition and strength of national unity, building our country into an increasingly prosperous and happy nation. In this context, the Vietnam Fatherland Front and other political and social organizations play a very important role, serving as the political core, broadly uniting all strata of the people, working together to realize the aspiration of building a strong and prosperous nation, and ensuring our people have a comfortable and happy life.
The Secretariat of the Central Committee has issued Directive No. 22-CT/TW on the Congresses of the Vietnam Fatherland Front at all levels leading up to the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029, outlining many very important contents. Among them, it requires nominating a member of the Standing Committee of the Party Committee at the same level for consultation and election to the position of Chairman of the Vietnam Fatherland Front Committee.
Professor, Doctor, and late General Secretary Nguyen Phu Trong meticulously researched theory and summarized practical experiences to publish the book "Promoting the Tradition of National Unity, Building Our Country to Be Increasingly Prosperous, Civilized, and Happy," a 740-page volume with 143 precious and vivid photographs that consistently and comprehensively demonstrate the Party's policy on the role of the people, on practicing democracy, relying on the people to build the Party and the State; and on the tradition and strength of national unity in the cause of building and defending the Fatherland.
Continuing the glorious legacy of the late General Secretary Nguyen Phu Trong, in his article "Determined to build a strong Party, a prosperous, democratic, just, and civilized Vietnam," Professor, Doctor, General Secretary, and President To Lam further affirmed: "We must attach special importance to and continuously strengthen unity within the Party, national unity, and the close, blood-and-flesh relationship between the Party and the people," and "We must firmly uphold the stance, viewpoint, and practice of 'the people are the foundation,' 'the people are the subject and center of the reform process'; all policies and guidelines must truly stem from the lives, aspirations, rights, and legitimate interests of the people, taking the happiness and well-being of the people as the goal to strive for...".
The aforementioned strategic issues demonstrate the special attention of the Party and its leader to the role of the people, a role that the Vietnam Fatherland Front (VFF) is tasked with mobilizing, uniting, and fostering the creativity of the entire population to build and protect the Fatherland. This is a crucial political basis for the VFF Congress at all levels in this term to determine feasible goals, tasks, and breakthrough solutions to elevate the tradition and strength of national unity to a new level in the new revolutionary period.
2. Regarding the results of implementing the Resolution of the Ninh Binh Provincial Congress of the Vietnam Fatherland Front for the 2019-2024 term.
During the past term, the Vietnam Fatherland Front of Ninh Binh province has closely followed the goals and tasks set forth by the 11th National Congress. Under the leadership and guidance of the Party committees at all levels, the coordination of member organizations, and the support of the government at all levels, it has strongly and synchronously implemented solutions, seized favorable opportunities, overcome difficulties, and strived to achieve many important results, completing and exceeding 7 out of 7 targets set forth in the Congress Resolution. I would like to highlight 5 outstanding results:
Firstly , the province has demonstrated a high level of solidarity, bravely fighting and defeating the COVID-19 pandemic, protecting the lives and property of the people, and minimizing the damage caused by the disease. During the pandemic, the province implemented many effective measures. Under strict quarantine conditions, it coordinated propaganda and mobilization efforts, successfully achieving 99.57% voter turnout, electing all representatives to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term in a single vote. This figure speaks volumes about patriotism, national pride, and the trust of voters and the people in the regime, especially in the leadership role of the Party committees and government at all levels in Ninh Binh province. (The results of the COVID-19 pandemic prevention and control once again prove the timeless truth: "A hundred times easier without the people's support, a thousand times harder with the people's participation.")
Secondly, The work of monitoring, social criticism, and contributing to the building of Party organizations and State authorities has been implemented systematically, with quality and effectiveness, and has been significantly improved. Reports and recommendations following monitoring, criticism, and contributions from the Vietnam Fatherland Front have been largely received by Party committees and authorities, promptly addressed, and communicated to the people in accordance with the law. The Vietnam Fatherland Front at all levels in the province truly serves as a solid bridge between Party committees, authorities, and the people.
Thirdly, effectively implementing patriotic emulation campaigns and movements, especially the "All people unite to build new rural areas and civilized urban areas" campaign and the "For the poor - leaving no one behind" movement. Contributing to 100% of communes, districts, and cities meeting the criteria for building new rural areas; Yen Khanh district being recognized as a district meeting advanced new rural area standards. The Vietnam Fatherland Front, in coordination with relevant agencies, mobilized social resources totaling over 110 billion VND to support the construction and repair of 2,122 "Great Unity" houses for poor and near-poor households, demonstrating the profound humanity of the beautiful socialist regime we are striving for.
Fourthly , the Vietnam Fatherland Front at all levels in the province continues to innovate the content and methods of its activities, staying close to the grassroots, taking the lead in listening to the opinions of the people, coordinating and organizing effective meetings with voters by National Assembly and People's Council representatives at all levels; effectively organizing dialogues to listen to the people, explain things so the people understand, and build trust among the people... contributing to consolidating and strengthening unity and consensus in each village, hamlet, and residential area; working together with the Party committee and government to effectively resolve new and difficult issues, especially land clearance, preventing the occurrence of "hot spots" in the area. In particular, the Vietnam Fatherland Front of Ninh Binh province has fostered good relationships between religious leaders, officials, and Catholic and Buddhist communities, as well as other strata of the people in the province, a model that should be replicated.
Fifthly, The Vietnam Fatherland Front has effectively played its core political role, broadly uniting all strata of the people. The spirit of solidarity and consensus among the people in the province has been maintained, and the people's trust in the leadership of Party committees at all levels and the administration and management of government agencies at all levels has been enhanced. This has fostered the development of endogenous resources and the creativity of the people in investing in economic development and ensuring social security.
Besides the achievements , the work of the Fatherland Front in Ninh Binh province during the past term also revealed some limitations and shortcomings as mentioned in the report. I propose that the Congress focus on discussing and clarifying the causes, drawing lessons learned to implement better in the next term.
The performance of the Vietnam Fatherland Front of Ninh Binh province during the 2019-2024 term has contributed, together with the Party Committee, government, armed forces, and people of all ethnic groups in the province, to achieving many important and comprehensive results in all fields. Political stability has been maintained, socio-economic development has progressed, national defense and security have been consolidated and strengthened, the Party and political system have been built strong, and the fight against corruption and negative phenomena has achieved comprehensive results. The tradition and strength of the great national unity bloc of the province have been strongly promoted. This has contributed to the province achieving important and comprehensive results in the first six months of 2024: GRDP growth rate reached 8.19%, ranking 12th out of 63 provinces and cities nationwide and 5th out of 11 provinces and cities in the Red River Delta region. Compared to the same period in 2023: Industrial production value increased by 6.4%. Total investment for development increased by 3.3%; export turnover increased by 10.8%; the poverty rate decreased to only 1.86%; education, healthcare, and social welfare received attention, maintaining Vietnam's position in the top 5 nationwide in education.
At the end of 2023, Ninh Binh province's per capita income was among the highest, ranking 11th nationwide; its Provincial Competitiveness Index (CPI) ranked 19th, an increase of 25 places; the planning orientation approved by the Prime Minister reflects the unique characteristics and aspirations of the people and military of Ninh Binh province - the ancient capital of Hoa Lu - to overcome difficulties and strive for progress, aiming towards a millennium heritage city and integration into a global heritage city.
I respectfully request that the delegates and the Congress acknowledge, congratulate, and commend the commendable achievements of the Vietnam Fatherland Front and Ninh Binh province in the past period.
3. Regarding the direction, objectives, and tasks of the 12th National Congress for the 2024-2029 term.
In the coming period, the global and regional situation will continue to be complex, rapidly evolving, and unpredictable, impacting our country; advantages will be intertwined with difficulties, with difficulties outweighing advantages. Some unfavorable factors may emerge, affecting the thoughts, feelings, and moods of all social classes and strata. This requires the entire Party, people, and army to uphold the tradition and strength of national unity, combine it with the strength of the times, promote self-reliance and self-improvement, strongly awaken the faith, aspirations, and creativity of all strata of the people, seize opportunities and advantages, overcome difficulties and challenges, and strive to achieve even greater and more comprehensive results. In that spirit, I would like to suggest five points for the Congress to focus on discussing and agreeing upon for implementation, specifically:
Firstly , we must continue to thoroughly understand the content of Resolution No. 43-NQ/TW dated November 24, 2023, of the 13th Central Committee of the Communist Party of Vietnam on "Continuing to promote the tradition and strength of national unity, building our country to be increasingly prosperous and happy." We must implement synchronously and effectively the seven groups of solutions identified in the Resolution, in accordance with the specific conditions of Ninh Binh province. We must create the highest level of unity and consensus, making it an intrinsic strength and driving force for the province's development: What is said must be done, what is done must be achieved, what is discussed must be agreed upon, and the entire province must be united. With this, we can overcome any difficulties, and Ninh Binh province will surely develop rapidly and sustainably.
Secondly , the Vietnam Fatherland Front at all levels in the province needs to continue innovating the content and methods of its activities, staying close to the grassroots and the people, promoting the application of information technology, and adapting to the digital society to disseminate information and mobilize the people in a comprehensive, all-encompassing, focused, and practical manner. In particular, I propose and strongly hope that the Vietnam Fatherland Front and its member organizations will intensify widespread dissemination among all strata of the people about the glorious cultural and historical traditions of Ninh Binh province – a land of outstanding people and the ancient capital of Hoa Lu. As one of the top 10 tourism centers in the country, Ninh Binh has many outstanding features: proximity to Hanoi, two World Heritage sites, a World Biosphere Reserve, and the successful hosting of the Vesak Great Ceremony twice... We hope that the people will contribute their efforts to preserving heritage, protecting natural resources, attracting tourists from all over to Ninh Binh for sightseeing and worship, contributing to the successful implementation of the province's thematic resolution on tourism, and bringing a better life to the people.
Thirdly , we must deeply internalize Ho Chi Minh's thought: "In the sky, nothing is more precious than the people; in this world, nothing is stronger than the united force of the people." We must effectively implement the Law on the Practice of Democracy at the Grassroots Level, further promote the people's right to self-governance, and effectively implement the motto: The people know, the people discuss, the people act, the people inspect, the people supervise, and the people benefit . "Taking 'people's peace' as the decisive factor in all victories in the cause of building and defending the Fatherland," as the late General Secretary Nguyen Phu Trong advised.
Enhance the substance of the campaigns and patriotic emulation movements that have been launched: Think truthfully, speak truthfully, act truthfully, achieve real results, and ensure the people truly benefit. Focus on effectively implementing the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses". Launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front, the program to build "Self-governing, united, prosperous, and happy" residential areas.
(The Vietnam Fatherland Front has no members or affiliates, therefore activities at the community level are most important, targeting the entire population, and being comprehensive in nature; ensuring that the people support good deeds and criticize bad ones, building peaceful villages, hamlets, and residential areas, is an important foundation for the province's stability and development. Building "self-governing, united, prosperous, and happy" residential areas is the highlight of this term.)
Fourthly , if we want to innovate our thinking and working methods, and improve the results and quality of our work, then cadres are the decisive factor. Therefore, in this term, we must work together to strengthen the training, development, and cultivation of Front cadres with the motto: Dedication to earn the people's affection/Responsibility to earn the people's love/Discipline to earn the people's respect/Dynamicness to benefit the people. With the Congress's permission, I would like to send a message to all Front cadres at all levels: The Vietnam Fatherland Front does not directly generate money or create massive, modern projects, but under the leadership of the Party, the Vietnam Fatherland Front will be the political core, creating "the strength of the people's will," which is perhaps more precious than gold and silver. Our motivation for work comes from the trust of the Party, the love and trust of the people, and the lives of a segment of the population still facing many difficulties. We will strive to help them in whatever way we can. Doing a good job in the work of the Fatherland Front, bringing happiness to many people, especially the poor and vulnerable, is also a great honor. We will strive to fulfill the responsibility entrusted to us by the Party and the people.
In any circumstances, the Vietnam Fatherland Front must fulfill its mission as a solid bridge to maintain the "blood-flesh" relationship between the Party, the State , and the People; to maintain the unity of the Party Committee; the unity among various components, classes, and social strata; the unity between the majority and minority ethnic groups; between religious and non-religious people; and between generations of cadres and localities in the province… It must broadly unite all social classes, strata, and people of Ninh Binh both within and outside the province. It must strongly inspire creativity and strive to achieve the highest level of effort to successfully implement Decision 218/QD-TTg dated March 4, 2024, of the Prime Minister approving the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. The goal is to develop Ninh Binh province by 2030 into a relatively prosperous province, a growth pole for the southern provinces of the Red River Delta, essentially meeting the criteria of a centrally-governed city with the characteristics of a millennium heritage city and a creative city. By 2050, it aims to become a centrally-governed city with the characteristics of a millennium heritage city and a creative city; a center for innovation and entrepreneurship for the southern provinces of the Red River Delta region.
4. Regarding personnel matters of the Congress
In yesterday's plenary session, the Congress deliberated and elected the XII Committee. We respectfully request that all delegates exercise democracy and consensus to elect worthy individuals. Above all: Competent, reputable, and dedicated to Front work, with a high sense of responsibility to the country and to their homeland of Ninh Binh, should be elected to the Standing Committee, holding important positions as Chairman, Vice Chairman, and Standing Committee Member of the new term, so that the Vietnam Fatherland Front of Ninh Binh province truly becomes a reliable address, a common home of unity and consensus for all strata of people in the province.

On this occasion, on behalf of the Party Committee and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, I would like to express my sincere gratitude to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the leaders of the Provincial People's Committee, the National Assembly Delegation, and the departments, agencies, districts, and cities of Ninh Binh province for their continued attention, support, and cooperation in helping the Vietnam Fatherland Front of Ninh Binh province successfully fulfill its tasks, contributing to the fulfillment of the noble mission of the Vietnam Fatherland Front system nationwide.
We firmly believe that, in the coming term, the Vietnam Fatherland Front of Ninh Binh province will further improve its core political role, firmly consolidate the great national unity, strengthen social consensus, strongly awaken the patriotic tradition, national pride, will, and aspiration to build Ninh Binh province into an increasingly rapidly and sustainably developing city, soon becoming a centrally-governed city with the characteristics of a heritage city and a creative city.
I wish the Provincial Party Secretary, the current and former provincial leaders, the delegates, and all participants of the Congress good health, happiness, and success.
