Starting from December 1, Da Phuoc landfill (Da Phuoc solid waste treatment complex, Hung Long commune) only receives garbage from 6 p.m. to 6 a.m. every day, causing Ho Chi Minh City to face the risk of garbage backlog because it cannot collect all of it during the day.
According to the Department of Agriculture and Environment of Ho Chi Minh City, there are currently 14 old districts (Thu Duc including District 2 and District 9; Districts 1, 3, 4, 5, 6, 7, 8, 10, Binh Tan, Binh Thanh, Binh Chanh, Nha Be, Can Gio) bringing garbage to Da Phuoc, with an average receiving volume of 4,550 tons/day, equivalent to 443 trips.
This volume is divided into two shifts: day shift about 1,800 tons (175 trips), night shift about 2,750 tons (268 trips).
According to the vehicle ban regulation of the City People's Committee, the entire process of collecting, transferring and transporting garbage currently requires about 17 hours/day. However, with Da Phuoc reducing the receiving time, this work only takes 11 hours to complete.
This makes it difficult for garbage trucks to turn around in time, and they even have to change direction to the Northwest Waste Treatment Area, increasing the distance from an average of 22km to 47km.
Therefore, it is difficult for public service companies to complete the collection, transfer and transportation of all the city's garbage in one day.
Currently, some areas do not have transfer stations such as districts 1, 3, 5, 10, Binh Thanh, Binh Tan and old Nha Be, so garbage must be transported directly to the treatment site.
Particularly in old District 1 and District 3 - areas where many events often take place, administrative agencies and a large number of visitors are concentrated - all garbage from markets, streets and agencies must be collected according to a fixed schedule, not allowed to accumulate.
Because Da Phuoc landfill does not accept garbage during the day, garbage generated from markets and businesses may not be collected in time and can easily accumulate on the road and at meeting points.
Areas with transfer stations are also operating beyond capacity. Adjusting operating shifts means the stations are not able to handle the day-time waste, potentially creating a risk of garbage congestion.
Faced with the above situation, this department recommends a number of options for Ho Chi Minh City to consider adjusting, such as:
Option 1: Dispatch about 1,800 tons per day to the Northwest Waste Treatment Complex.
Option 2: Transport about 1,800 tons per day to transfer stations.
Option 3: Adjust the collection time frame at the source in the area from day to night.
Option 4: Coordinate the volume of some urgent areas with the possibility of congestion to the Northwest Waste Treatment Complex (including 5 old districts). This option is considered the most reasonable.
At the same time, the department also proposed adjusting vehicle ban hours and granting circulation permits for vehicles working in the field of environmental sanitation.
