Ensuring safe reservoir operations for downstream

The Head of the National Civil Defense Steering Committee has just sent a telegram to the People's Committees of provinces from Nghe An to Quang Ngai and ministries, branches, and press agencies on ensuring safe reservoir operations for downstream areas.

In the last days of October 2025, heavy rains caused floods exceeding historical levels on two rivers in Hue City and Da Nang City, causing great damage to people and property. The proactive operation of reservoirs to reserve flood prevention capacity and flood reduction operations for downstream areas has contributed significantly to limiting flooding and minimizing damage.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of November 1 to the evening of November 3, the area from Ha Tinh to Da Nang City and the East of Quang Ngai Province will have heavy to very heavy rain, with rainfall in the area of ​​Hue City, Da Nang City and the East of Quang Ngai Province generally ranging from 300 - 500mm, in some places over 750mm; in Ha Tinh and Quang Tri areas: 200 - 350mm, in some places over 500mm; in the South of Nghe An and the West of Quang Ngai: 70 - 150mm, in some places over 250mm.

The Center's initial assessment shows that around November 5, storm No. 13 will enter the East Sea; around November 7, the storm is likely to move inland, with the focus of impact from Da Nang City to Khanh Hoa . The storm may cause strong winds and heavy rain in the Central and South Central regions from the night of November 6 to 9, 2025.

To reduce flooding downstream, ensure safety of works and limit damage to people and property in the event of prolonged rain and floods, the National Civil Defense Steering Committee requests ministries, branches and People's Committees of provinces and cities from Nghe An to Quang Ngai, according to their functions and tasks, to focus on directing the implementation of key contents.

In particular, reservoir owners urgently operate and regulate inter-reservoirs and single reservoirs for irrigation and hydropower, ensuring priority for flood prevention capacity for downstream areas; closely monitor rain and flood developments, construction safety status, water flow to reservoirs, upstream and downstream water levels of reservoirs; promptly report when there are unusual situations.

Along with that, promptly notify local authorities, people in downstream areas, organizations and individuals operating on rivers and riverbanks; aquaculture facilities, water transport vehicles, ferry terminals, etc. to proactively deploy preventive measures, ensuring safety of people and property during reservoir operations.

At the same time, strictly perform duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dike Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment) and relevant agencies as prescribed.
