The Provincial Party Committee considers the promotion of thematic discussions in Party committees and branches at all levels as a crucial task and factor in enhancing the leadership role and fighting capacity of Party organizations, improving the quality of Party members, and firmly safeguarding the Party's ideological foundation. Recognizing this, in recent times, Party committees and branches have focused on selecting new issues relevant to their tasks to organize thematic discussions effectively.
In May 2024, the Party Committee of the Provincial Inspectorate organized a thematic meeting on the topic "Revolutionary ethical standards for cadres and Party members in the new era." During the meeting, cadres and Party members received information on the thematic content and analyzed the revolutionary ethical standards for cadres and Party members in the new era. Cadres and Party members in the unit studied and actively participated in discussions related to practical situations and the responsibilities of Party members and inspectors, enhancing their understanding of revolutionary ethical standards for cadres and Party members in the new era.
Through this thematic discussion, cadres and Party members within the Provincial Inspectorate Party Committee gained a clearer and more accurate understanding of the ethical standards for cadres and Party members in the new era. From this, they developed plans for self-cultivation, training, and improvement of their sense of responsibility and attitude in inspection work, demonstrated through specific actions in their official duties and in complying with legal regulations in the performance of their duties.
Comrade Nguyen Thi Hue, Secretary of the Party Committee and Chief Inspector of the province, stated: Recognizing thematic discussions as one of the important, necessary, and practical contents for cadres and Party members in general, and the staff and civil servants of the Inspection sector in particular, the Party Committee of the Provincial Inspection Department directs its branches to strengthen the organization of thematic discussions, selecting new issues related to Party building work. This significantly contributes to protecting the Party's ideological foundation; creating strong and clear changes in improving the leadership capacity and fighting strength of Party organizations; and building clean and strong grassroots Party organizations and agencies/units within the Provincial Inspection Department in the new period.
The thematic meeting "Party Branch 35" with the theme "Identifying and responding promptly and effectively to non-traditional security challenges," organized by the Party Committee of the Ha Long City Party Committee Office in early October, also received great attention from a large number of cadres and party members in the agency.
During the meeting, officials and Party members enthusiastically discussed the importance and urgency of identifying non-traditional security challenges and threats that impact the stability and sustainable development of the locality, and proposed many proactive, flexible, and effective solutions to address these challenges. They all agreed that the first solution is to uphold the exemplary responsibility of officials and Party members throughout the agency in proactively preventing and responding to non-traditional security challenges; to continue seeking and updating new knowledge, identifying potential risks related to non-traditional security, and to provide timely advice to superiors in implementing political tasks in the area.
Comrade Phan Thi Hai Huong, Head of the Propaganda Department of the Ha Long City Party Committee, affirmed: The thematic discussion is practical and effective. Through the thematic discussion "Party Branch 35," it contributes to helping cadres and Party members throughout the Party Committee of the Ha Long City Party Committee identify and propose flexible and effective solutions to respond to this challenge, contributing to strengthening proactiveness and effectiveness in responding to ensure human security and national security; maintaining political stability, social order and safety, striving to make Ha Long a smart city by 2040, sustainably developing and adapting to climate change, in line with the province's green growth requirements.
Over the past period, Party committees and organizations throughout the province have consistently focused on improving the quality of Party committee and branch meetings, especially thematic meetings concentrating on topics such as: studying and following the thoughts, ethics, and style of Ho Chi Minh; solutions to improve the political theory, professional skills, and work capacity of cadres and Party members; the implementation of Party directives, resolutions, and regulations, and State laws directly related to the leadership and guidance of Party branches; solutions to prevent, overcome, and correct manifestations of ideological and political degradation, moral decay, and lifestyle deviations, as well as manifestations of "self-evolution" and "self-transformation" within Party branches; and the fight against corruption, waste, and negative phenomena. Thematic meetings have been conducted seriously and scientifically , from content selection to organization, with a high participation rate of Party members.
In particular, in 2024, implementing the province's policy on piloting thematic activities to protect the Party's ideological foundation and combat and refute harmful, toxic information, and erroneous and hostile viewpoints (referred to as the "Party Branch 35" thematic activity), a number of Party committees and branches throughout the province organized pilot thematic activities of "Party Branch 35," which initially yielded positive results.
According to the Provincial Party Committee's Organizing Committee, the thematic discussion sessions have helped cadres and Party members in the province to recognize and evaluate the leadership and guidance of Party branches and committees regarding the activities of agencies and units; thereby creating unity in awareness and action among Party committees, Party organizations at all levels, and cadres and Party members in carrying out assigned tasks. In addition, these thematic discussion sessions also provide cadres and Party members with knowledge and skills to identify, respond to, and cultivate political acumen and sensitivity; enhancing their "resistance" and "immunity" against the conspiracies, tactics, and subversive activities of hostile and reactionary forces in the new situation.
The thematic activities, which have received increased attention and improved quality, have brought about significant changes, especially in firmly protecting the Party's ideological foundation, consolidating trust, unity, and solidarity within the Party, fostering social consensus, and strengthening the confidence of cadres, Party members, and the people in the Party.
