On the morning of April 3rd, the Standing Committee of the Provincial Party Committee organized a thematic conference on "Promoting the spirit of lifelong learning, building a learning society, creating breakthroughs in science, technology, innovation and digital transformation" in a hybrid format combining in-person and online participation.

Attending the conference at the Provincial Party Committee and Provincial People's Committee meeting hall were: Mr. Nguyen Khac Than, Secretary of the Provincial Party Committee; Mr. Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; the Provincial National Assembly Delegation; and leaders of departments, agencies, and mass organizations. The conference was connected to 358 locations throughout the province and nearly 28,000 delegates participated.

At the conference, Comrade Pham Dong Thuy, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda and Mass Mobilization Department, presented a thematic report focusing on key areas including: the development of science and technology, innovation, and digital transformation; the Fourth Industrial Revolution and electronic chips; and Action Program No. 41-CTr/TU dated February 12, 2025, of the Standing Committee of the Provincial Party Committee implementing Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of national science and technology, innovation, and digital transformation.

The comrade clearly outlined the viewpoints, objectives, tasks, and main solutions in Action Program No. 41-CTr/TU of the Provincial Party Committee Standing Committee; emphasizing that: Developing science, technology, and innovation in the province to an advanced level will decisively contribute to Thai Binh province's breakthrough, aiming to become a relatively developed locality by 2030, a developed province in the region by 2045, and one of the industrial development centers of the Red River Delta.
