Over the past years, the Party Committee and the Border Guard Command of Son La province have led and directed the effective implementation of the Law on Officers of the Vietnam People's Army (Law on Officers); organized the dissemination of the Law on Officers and decrees, circulars and instructions of the Government and the Ministry of National Defense , thereby creating a positive change in awareness, promoting the duties and responsibilities of the officer team in the unit, contributing to building a comprehensively strong unit "Exemplary and typical"; concretizing the leadership and direction of the implementation of the Law on Officers in the regular leadership resolution; planning the use of the staff according to decentralization; promulgating, adjusting and supplementing the regulations on personnel work in accordance with requirements and tasks.

Based on the comprehensive assessment of specialized agencies on the implementation of the Law on Officers over the past 20 years, the conference also pointed out that the Law on Officers and documents detailing the implementation of the Law have clearly revealed a number of limitations, such as: The Law has not specifically stipulated a number of positions in the Provincial Border Guard or a number of equivalent positions and ranks are not appropriate; the guidance on early promotion of military ranks has not fully assessed the role and position of the group of officers of the agency block and specialized officers in the security sector; the military ranks of the Chief and Political Commissar of the Border Guard Station are not appropriate and not suitable for the position and role of the Border Guard Station... Thereby, the conference requested competent authorities to promptly propose, amend, supplement or replace the Law on Officers.

Colonel Ca Van Lap, Party Secretary and Political Commissar of Son La Provincial Border Guard, awarded certificates of merit to collectives and individuals with outstanding achievements in implementing the Law on Officers of the Vietnam People's Army.

In his concluding remarks at the conference, Colonel Ca Van Lap, Party Secretary and Political Commissar of the Son La Provincial Border Guard acknowledged and highly appreciated the contributions with a high sense of responsibility from the agencies and units.

At the same time, it is emphasized that in the coming time, while there is no replacement Law on Officers, the Provincial Border Guard Command will continue to thoroughly grasp, seriously, closely and effectively implement the contents of the Law on Officers and the documents guiding its implementation; closely and comprehensively lead the implementation of personnel work to build a team of officers who meet the general standards according to the Law.

On this occasion, the Party Committee and the Provincial Border Guard Command awarded certificates of merit to 1 collective and 5 individuals with outstanding achievements in implementing the Law on Officers of the Vietnam People's Army.
