Attending the closing session were: Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Also attending were members of the Provincial Party Standing Committee; National Assembly delegates from the province; the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; delegates of the Provincial People's Council; leaders of provincial departments, agencies, and organizations; Secretaries of district and city Party Committees; Chairmen and Vice-Chairmen of the People's Councils, Chairmen of the People's Committees, and Chairmen of the Vietnam Fatherland Front Committees of districts and cities; and representatives of voters at the grassroots level.

At the beginning of the session, delegates discussed the reports and proposals in the assembly hall. Through the discussion, delegates highly appreciated the decisive leadership and close coordination between the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and relevant departments in preparing the content of the session.
In particular, the leadership, guidance, preparation, and organization of the confidence vote for those elected by the Provincial People's Council were highly focused, carried out cautiously, openly, strictly, and in accordance with procedures and regulations. The results accurately reflected the level of confidence and received strong support and approval from voters and the public. The activities of the Provincial People's Council and its members have undergone many innovations, affirming its role as a state power organ at the local level. The supervisory activities of the Provincial People's Council, its Standing Committee, and its various committees have been strengthened, with the content of supervision focusing on key areas, attracting public attention and receiving high praise from voters.
The delegates generally agreed with the reports, proposals, and draft resolutions presented at the session.
Regarding the Report on the implementation of the socio- economic development plan for 2023; and the direction and tasks for socio-economic development in 2024, the delegates agreed that the Provincial People's Committee's report had accurately, correctly, fully, and comprehensively assessed all areas.
The report affirms that: In 2023, despite many difficulties and challenges, with the leadership of the Provincial Party Committee; the decisive, specific, and focused direction and management of the Provincial People's Committee; and the unity and participation of all levels, sectors, businesses, and people in the province, the province's socio-economic development continued to achieve many positive and comprehensive results, with 12 out of 15 main targets completed or exceeded.
In particular, over the past years and in 2023, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have implemented many policies and allocated significant resources to care for policy beneficiaries and carry out social welfare work to improve people's lives.
Expressing strong agreement with the direction, targets, and tasks for 2024, the delegates proposed that the Provincial People's Committee focus on synchronously directing solutions, while concentrating on key tasks to realize the goal of building Ninh Binh province into a Millennium Heritage City; pay attention to directing the development of criteria for cultural conduct of Ninh Binh people in communication, in performing official duties, and in business; focus on directing the reorganization of administrative units; strengthen solutions to handle units that are in arrears, late in paying, or evading social insurance contributions, and, if necessary, complete dossiers to request prosecution according to regulations; focus on directing the payment of debts for basic construction, directing the review of construction, and adjusting the medium-term and annual public investment plans of communes and towns…
Regarding the report on the work results of the Standing Committee of the Provincial People's Council in 2023 and the key tasks for 2024: the delegates proposed that the Standing Committee of the Provincial People's Council issue regulations or draft a resolution to be submitted to the Provincial People's Council stipulating criteria for evaluating, ranking, and rewarding provincial People's Council delegates, and use those results as one of the criteria for evaluating and ranking cadres and civil servants annually. This is also the content that the delegates fulfilled their commitments and promises to voters when campaigning for election.
Essentially agreeing with the draft resolutions, the delegates affirmed that these issues stem from practical realities, from the demands of development, from the work of state management, and from the legitimate aspirations of voters and people in the province.
In addition, delegates provided specific feedback on several provisions of the draft resolutions: The draft resolution stipulating certain expenditure items and specific spending levels for preventive health and population work in Ninh Binh province; the draft resolution stipulating the titles of part-time officials at the commune level; some regimes and policies for part-time officials at the commune, village, and neighborhood levels; the monthly support level for those directly involved in activities in villages and neighborhoods; and the allowance for those directly involved in work in villages and neighborhoods in Ninh Binh province.

In particular, during the plenary session, grassroots voter representatives participated in the discussion. Accordingly, voters believe that the activities of the Provincial People's Council in the past have affirmed its role as a state power organ at the local level, representing the will and aspirations of the people and voters.
The preparation for the session was thorough and meticulous in both content and form, with continuously improving quality, especially in the effective compilation, classification, and consideration of voters' opinions and recommendations; the questioning and answering of questions by delegates and members of the Provincial People's Committee were focused, without shirking or avoiding responsibility; and the resolutions of the session were feasible and relevant to real-life needs.
In particular, several essential and important contents were adopted at the session, in line with the actual situation in the locality, contributing to improving people's lives, such as: regulations on the number of positions and allowances for part-time officials at the commune level and those working in villages and residential areas, aiming for a streamlined number and correspondingly increased allowances; a Resolution stipulating support policies for officials, civil servants, and public employees who retire voluntarily in the province…
Following the discussion in the assembly hall, Comrade Pham Quang Ngoc, Chairman of the Provincial People's Committee, further clarified some issues of concern to the delegates.
