The Ministry of Industry and Trade officially applies anti-dumping duties on some wind power tower products from China.

The Ministry of Industry and Trade has officially implemented anti-dumping measures against certain wind turbine tower products originating from China.


The Trade Remedies Department (Ministry of Industry and Trade) announced that on December 24, 2024, based on the conclusions of the investigating authority, the Ministry of Industry and Trade issued Decision No. 3453/QD-BCT applying official anti-dumping measures for a period of 5 years against certain wind turbine tower products originating from the People's Republic of China (China). The decision takes effect 15 days after the date of signing.

Accordingly, the Ministry of Industry and Trade has decided to apply official anti-dumping measures against certain wind turbine tower products originating from China under HS codes 7308.20.11 and 7308.20.19, which, if imported as part of a wind power generator set, are classified under HS codes 8502.31.10 and 8502.31.20 (case code: AD 18).

According to the Notice accompanying Decision No. 3453/QD-BCT, the wind turbine tower product subject to anti-dumping duties is a part of wind power generators, typically a cylindrical steel structure. The wind turbine tower is the connecting part between the tower base and the turbine housing. This product is erected on the tower base to support the wind turbine and blades, and serves to withstand the forces during the operation of the wind power generator.

Furthermore, the Investigating Authority's final conclusion determined that: dumping practices by the investigated imported goods exist; the domestic industry is suffering significant damage; and there is a causal link between the importation of dumped goods and significant damage to the domestic industry.

The official anti-dumping duty rates are as follows: Jiangsu Zhenjiang New Energy Equipment Co., Ltd. is not subject to anti-dumping duties; organizations and individuals producing and exporting goods originating from China are subject to an anti-dumping duty rate of 97%.

Regarding the subsequent procedures, the Notice states that, after Decision No. 3453/QD-BCT takes effect, the Ministry of Industry and Trade will coordinate with relevant management agencies to effectively inspect, monitor, and supervise the implementation of the Decision based on the import situation of goods subject to anti-dumping duties and goods that may evade anti-dumping measures, as provided by customs authorities, in accordance with Article 14 of Government Decree No. 10/2018/NQ-CP dated January 15, 2018, detailing some provisions of the Law on Foreign Trade Management on trade defense measures.
