Accompanying the country's strong reform process, the industry and trade sector has constantly strived to innovate and make breakthroughs in cutting and simplifying administrative procedures, aiming to create an open and transparent investment and business environment.
With a determined and synchronous spirit, the Ministry of Industry and Trade has implemented many key solutions, contributing to realizing the goal of building an administrative system that serves and accompanies people and businesses.
Regarding this issue, VNA reporter had an interview with Deputy Minister of Industry and Trade Phan Thi Thang about outstanding results, challenges and reform orientations in the coming time.
- Deputy Minister, in recent times, what solutions has the Ministry of Industry and Trade implemented to reform administrative procedures, simplify processes, and create more favorable conditions for businesses?
Deputy Minister Phan Thi Thang: Cutting and simplifying administrative procedures and business conditions is a major policy of the Party as stated in two Party Resolutions: Resolution No. 66-NQ/TW on innovation in building and implementing laws to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on developing the private economy .
The Prime Minister issued Official Dispatch No. 22/CD-TTg on key tasks and solutions to reduce administrative procedures, improve the business environment, and promote socio-economic development.
Implementing the Party's policy and the direction of the Government and the Prime Minister on cutting and simplifying administrative procedures and business conditions, the Ministry of Industry and Trade has been implementing many solutions to reform administrative procedures, simplify processes, and create favorable conditions for businesses.
The solutions all focus on cutting and simplifying procedures, applying information technology, strengthening administrative discipline and order, and improving the quality of service to people and businesses.
Specifically, the Ministry of Industry and Trade has reviewed, evaluated, and restructured processes, especially online public services; focusing on cutting and simplifying procedures based on data reuse and electronic connectivity.
At the same time, the Ministry deployed level 4 online public services, facilitating the implementation of administrative procedures and payment of fees and charges in the electronic environment; strictly handling violations in the process of handling administrative procedures, ensuring strict enforcement of the law, and at the same time, publicizing the results of service quality assessment for people and businesses, promptly correcting and handling violations.
The processing of work records is carried out in an electronic environment, connecting and sharing data with relevant agencies and units. In particular, the Ministry focuses on disseminating and popularizing administrative procedure reform, digital transformation, creating social consensus; ensuring synchronization and unity in the process of implementing administrative reform solutions to build a transparent and effective administration, better serving people and businesses, contributing to promoting socio-economic development.
- Deputy Minister, please tell us what are the outstanding results that the Ministry of Industry and Trade has achieved?

Deputy Minister Phan Thi Thang: Implementing the direction of the Politburo and the Secretariat on reorganizing the apparatus according to the two-level local government model; the direction of the Government and the Prime Minister on thoroughly decentralizing and delegating power in the state management field of central ministries and branches according to the two-level local government organization model, the Ministry of Industry and Trade has urgently developed and submitted to the Government for promulgation Decree No. 139/2025/ND-CP and Decree No. 146/2025/ND-CP on decentralization, delegation and assignment of authority in the management field of the industry and trade sector.
The Ministry promptly issued a Plan to implement the above two Decrees; at the same time, completed the announcement, publicization, and updating on the national data index with 147 administrative procedures that were decentralized, delegated, and assigned the authority to resolve in the Government's Decree, along with a system of appendices with specific instructions, ensuring the right progress according to the Government's direction.
In addition, the Ministry of Industry and Trade issued Circular No. 38/2025/TT-BCT amending and supplementing a number of regulations on decentralization of administrative procedure implementation in the fields under its management; amending and supplementing regulations on decentralization of administrative procedure implementation in the fields under the Ministry's management on decentralization and delegation of authority in the field of state management of the Ministry when implementing 2-level local government.
To help localities quickly receive and best perform their tasks, the Ministry of Industry and Trade has organized an in-depth training conference; assigned the Head of the functional unit to prepare documents and directly present the guidance on decentralization, delegation, division of authority and related administrative procedures according to each assigned field.
It can be affirmed that the plan to reduce and simplify administrative procedures related to production and business of the Ministry of Industry and Trade has achieved the target set by the Resolution in 2025. Implementing Resolution No. 66/NQ-CP of the Government on the Program to reduce and simplify administrative procedures related to production and business in 2025 and 2026, the Ministry of Industry and Trade is one of the first two Ministries approved by the Prime Minister for the plan to reduce and simplify under the management of the Ministry of Industry and Trade.
The total number of administrative procedures that were reduced and simplified was 223/421 administrative procedures, reaching 52.97%; the total cost of compliance with administrative procedures that were reduced and simplified was 30.61%. The total time to resolve administrative procedures that was reduced was 32.72%.
- Could the Deputy Minister share what challenges the investment and business environment in the industry and trade sector is facing? What key solutions will the Ministry focus on to continue improving the investment environment and supporting businesses to develop sustainably in the coming time?
Deputy Minister Phan Thi Thang: Implementing the Resolutions and directions of the Central Committee, Politburo, National Assembly, Government, and Prime Minister, in the period of 2021 - 2025, the Ministry of Industry and Trade has presided over the development and promulgation of more than 250 legal documents and more than 20 strategies, plans, projects and programs for the development of important sectors and fields, covering all important areas.
Laws passed by the National Assembly such as the Petroleum Law, the Consumer Protection Law, the Electricity Law, the Chemical Law (amended), the Law on Economical and Efficient Use of Energy (amended) and many Decrees and Circulars have strengthened the legal foundation for a clear and transparent legal environment for investment and business of economic sectors, institutionalizing the right to freedom of business and international economic integration. Moreover, since 2017, the Ministry of Industry and Trade has always seriously grasped and fully implemented the Resolutions and Decisions of the Government and the Prime Minister on reviewing, reducing and simplifying regulations related to investment and business conditions.
Specifically, the Minister of Industry and Trade has issued a series of decisions to reduce and simplify regulations related to business activities under the management scope of the Ministry of Industry and Trade in 2024. Thus, from 1,216 business conditions in the state management field of the Ministry of Industry and Trade, the number of business conditions of the Ministry of Industry and Trade is 560 business conditions according to Resolution No. 66/NQ-CP of the Government on the Program to reduce and simplify administrative procedures related to production and business in 2025 and 2026.
The Ministry of Industry and Trade has submitted to the Prime Minister Decision No. 1643/QD-TTg approving the Plan to reduce and simplify administrative procedures related to production and business under the management of the Ministry of Industry and Trade, accordingly continuing to propose reducing and simplifying 137 investment and business conditions. Thus, in the period from 2017 to present, the review, reduction and simplification of regulations related to investment and business conditions, the system of business conditions of the Ministry of Industry and Trade has been implemented in essence, 66% of the business conditions have been abolished and simplified.
However, the world continues to have many new, complex and unpredictable developments. In addition, the speed and breakthroughs in science, technology, innovation and digital transformation are very fast while infrastructure, human resources, and policy mechanisms are not synchronized, especially digital infrastructure is still limited. Furthermore, the country is building a two-tier local government model, promoting decentralization and delegation of power, which places high demands on consistency in management, synchronization of mechanisms, policies and management capacity to both attract and maintain a stable, transparent and sustainable investment and business environment.
Therefore, the Ministry of Industry and Trade focuses on implementing the tasks and solutions to implement the 4 Resolutions of the "strategic quartet" of the Politburo assigned by the Government and the Prime Minister; in which, focusing on completely removing "bottlenecks" caused by the law. In addition, closely monitoring the activities of local authorities at 2 levels to promptly remove arising obstacles.
On the other hand, ensure that the apparatus operates smoothly, effectively and efficiently, without interruption of work, without leaving any areas or fields vacant or affecting the normal operations of agencies, organizations, production and business activities of enterprises and people's lives.
