The Ministry of Planning and Investment is ready to help and support start-up businesses and young enterprises.

(MPI) - At the program of the Prime Minister meeting and dialogue with young people in 2024 with the theme "Promoting the pioneering role of young people in the national digital transformation" held on March 26, 2024, Minister Nguyen Chi Dung affirmed that the Ministry of Planning and Investment is ready to help and support start-up businesses and young businesses.

Regarding the question of what solutions the Government has to narrow the digital transformation gap between rural, remote and isolated areas and urban areas and to bring young cadres with digital transformation capacity to rural areas, especially remote and isolated areas, Minister Nguyen Chi Dung said that we are at a very important time for the country, having gone through 1/3 of the journey of implementing the 10-year Socio -Economic Development Strategy 2021-2030 and more than half of the journey of implementing the 5-year Socio-Economic Development Plan 2021-2025. The goal set by the Resolution of the 13th National Party Congress for development is very large, striving to become a developing country with modern industry and high average income by 2030; and a developed country with high income by 2045.

According to Minister Nguyen Chi Dung, besides challenges, there are also many opportunities, but the important thing is how to seize the opportunities, realize the opportunities to overcome the challenges, build a strong Vietnam and achieve the goals set by the 13th Party Congress. This is a huge responsibility for us, in which the youth are the core force, the pioneer force shouldering these missions.

Regarding the gap in digital transformation between rural and urban areas, Minister Nguyen Chi Dung said that there is currently a gap due to many different subjective and objective conditions. In the coming time, the Government and ministries and branches must continue to implement specific solutions such as effectively, synchronously and comprehensively implementing the National Digital Transformation Program approved by the Prime Minister ; improving propaganda and communication work to raise awareness of young businesses and young people about the role of digital transformation in national development.

Along with that is perfecting institutions to promote digital transformation; promoting infrastructure development for digital transformation; building networks of experts and businesses that have been successful in development to connect with young people who are just starting out or new businesses so that we can connect and receive sharing of resources, experiences, and necessary technologies to be able to access without having to pay fees; thereby creating conditions for applying technological solutions in our business operations; promoting the consulting network.

Minister Nguyen Chi Dung said that the Ministry of Planning and Investment has many activities and programs that have been and are being implemented to implement the National Digital Transformation Program. Among them, the Digital Transformation Support Program for Vietnamese Enterprises has been implemented and has currently supported 13,000 enterprises. This is a very meaningful program, implemented over the past 5 years with the cooperation of large technology corporations such as Google, Meta, ... "You can refer to and join us to receive support in terms of resources as well as advice or documents, as well as technological support", the Minister emphasized.

In addition, the Ministry of Planning and Investment is also coordinating with Google to implement the Digital Talent Development Program; it has provided 20,000 scholarships to 83 universities and colleges nationwide. In 2024, it will continue to strive to provide about 100,000 scholarships.

The Ministry of Planning and Investment is coordinating with Meta Group to implement the Vietnam Innovation Challenge Program to seek innovative solutions from organizations/individuals around the world to address important national challenges, towards a prosperous and sustainable Vietnam; promote growth, and enhance competitiveness. This is also a very meaningful program to promote technological solutions for digital transformation.

The Ministry of Planning and Investment is also being assigned to preside over the completion of the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2045" with the goal of training 50,000 engineers by 2030. The project is in the process of being completed and submitted to the Government with the goal of having the best human resources for digital transformation to seize opportunities and build the country in the coming period.

Also related to the issue shared by Minister Nguyen Chi Dung, Prime Minister Pham Minh Chinh emphasized that the Party and State always pay attention to this area. In recent times, the Government has focused on the wave and electricity depressions with the goal of leaving no one behind.

The issues raised by the young people were answered by representatives of relevant ministries and branches and were emphasized and clarified by Prime Minister Pham Minh Chinh. Regarding the young people's question regarding the Government's solutions to ensure cyber security, the Prime Minister said that the Government must perfect the institutions to ensure cyber security; secondly, assign ministries and branches to handle issues if there are incidents. Along with that, it is necessary to improve the capacity to handle cyber security issues by various measures; step up propaganda for the people to raise vigilance and have preventive measures, in which young people must be the core and take the lead on this issue.

Regarding institutional and technological solutions to synchronously implement administrative procedure reform and digital transformation, Prime Minister Pham Minh Chinh emphasized that databases are very important for digital transformation, and only with large databases can there be artificial intelligence. The Government is actively promoting this; building a national database and directing the completion of databases of ministries, branches and localities, while launching a movement to build databases of enterprises and other entities in society. These databases must be connected to each other; facilitating the entities in exploitation.

The second issue is reforming administrative procedures to facilitate and reduce compliance costs for people and businesses. There are many solutions to reform procedures, but two very basic solutions include: One is to cut down administrative procedures to the maximum; two is to apply information technology so that people and businesses do not have to directly contact with officials and agencies handling procedures; there must be priority in policies, human resource training... for remote areas, border areas, and islands.

The program of the Prime Minister meeting and dialogue with young people with the theme "Promoting the vanguard role of young people in the national digital transformation" aims to propagate and widely disseminate to young people the State's policies and guidelines on national digital transformation, promoting the role and responsibility of young people in the national digital transformation.

The content of the Program revolves around the current policies and guidelines of the State on the national digital transformation; mechanisms, policies, and resources of the State in supporting and promoting the role and responsibility of young people in implementing the goals of the National Digital Transformation Program.

Commend the participation and contributions of outstanding youth in socio-economic development, national construction and defense; at the same time, listen to the recommendations and proposals of youth and provide directions for resolving them./.
