On the morning of February 12, the National Assembly discussed in groups the Draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and the Draft Law on Promulgation of Legal Documents (amended).

Participating in the discussion at the Ho Chi Minh City National Assembly Delegation, President Luong Cuong shared: "This is a special term with many extraordinary sessions, but this is necessary to resolve difficult issues and obstacles to develop the country."

According to the President, in order for the apparatus to operate more effectively and efficiently, it is necessary to remove existing obstacles in laws and legal documents.

To clarify, he gave an example of difficulties in implementing Resolution 18 on innovation, streamlining the organization, and making it operate effectively and efficiently.

President Luong Cuong said that Resolution 18 on streamlining the apparatus and operating effectively and efficiently was issued 8 years ago but the implementation results have not been as expected.

"The Politburo and the Secretariat have met and reported to the Central Committee that the goal of streamlining must be effective and efficient. If reorganizing, the new apparatus must be better and more efficient than the old one," said the President.

According to him, when reviewing to implement Resolution 18, there were also more than 5,000 laws and legal documents of all kinds "stuck", of which 200 laws needed to be amended and supplemented.

The most important thing is to focus on 4 laws: Law amending and supplementing a number of articles of the Law on Organization of the National Assembly; Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Promulgation of Legal Documents (amended).

In addition, there are 5 related resolutions to implement Resolution 18. These laws and resolutions will be considered and amended by the National Assembly this time.

"Of the three strategic breakthroughs that determine development: institutions, human resources and infrastructure, practice shows that institutions are the content with the most bottlenecks. That is why this 9th extraordinary session is being held," said the President.

According to him, only by removing institutional barriers can we achieve the economic growth target of at least 8% in 2025 and continuously achieve double digits or more from 2026.

With Ho Chi Minh City - one of the country's major economic centers, the President expects Ho Chi Minh City to be an important driving force for development.

"The economic scale of Ho Chi Minh City is very large, just 1% growth is equal to other localities growing by tens of percent. Similarly, Hanoi, Hai Phong, Da Nang, Dong Nai, Binh Duong...

This is the first time I have worked with the Ho Chi Minh City National Assembly Delegation. I hope that the delegates will clearly and realistically state any problems or difficulties so that we can work together to resolve them, helping Ho Chi Minh City accelerate, make a breakthrough, and truly become the economic locomotive and most dynamically developing city in the country," the President shared.

President Luong Cuong also mentioned the country's goals for the period 2030 - 2045, in addition to economic growth, there are many other issues: "The average life expectancy in developed countries must be 80 years or more, while in Vietnam it is currently just over 74 years old.

Along with economic growth, other indicators also need to be improved, people's lives must be stable. In the past, we had enough to eat and wear warm clothes, now we have to eat well and dress well.
