Ministry of Interior proposes to nearly double monthly allowance for youth volunteers

The Ministry of Interior is drafting a Decree to adjust the monthly allowance regime for youth volunteers who completed their duties during the resistance war and for grassroots youth volunteers in the South who participated in the resistance war from 1965 to 1975.

The Ministry of Interior stated that, in the past, the monthly allowance for volunteer youth has not been adjusted in a timely manner with the adjustment of the social assistance standard (the allowance has remained unchanged from 2016 to the present at 540,000 VND).

The Ministry believes that adjusting and increasing the allowance for volunteer youth is absolutely necessary, contributing to ensuring a better life and alleviating difficulties for volunteer youth who dedicated their youth to the two resistance wars of the Fatherland, and who are now old, frail, and in lonely circumstances without support.

Accordingly, the Ministry of Interior proposed two categories of beneficiaries: young volunteers who completed their duties during the resistance war and are currently receiving monthly allowances according to Decision No. 40/2011 of the Prime Minister ; and young volunteers from the Southern region who participated in the resistance war from 1965 to 1975 and are currently receiving monthly allowances according to Decree No. 112/2017 of the Government.

In the draft decree, the Ministry of Interior proposes a monthly allowance equal to twice the standard social assistance level stipulated in Decree No. 76/2024 (amending and supplementing some articles of Decree No. 20/2021 of the Government) regulating social assistance policies for social protection beneficiaries. The adjustment will take effect from September 1, 2025.

Therefore, the monthly allowance for volunteer youth will be adjusted from 540,000 VND/person/month to 1,000,000 VND/person/month (twice the standard social assistance level) from local budgets. Accordingly, each volunteer youth will receive an additional 460,000 VND/person/month.

The draft decree also stipulates that the monthly allowance will be twice the standard social assistance level, instead of a specific monetary amount as before. At the same time, it links the adjustment of the monthly allowance for volunteer youth with the adjustment of the standard social assistance level.

According to the Ministry of Interior, this regulation aims to ensure that allowances for volunteer youth are automatically and promptly adjusted whenever the Government adjusts the standard level of social assistance, without the need to issue a separate decree on adjusting allowances for volunteer youth.

According to the draft decree, if a volunteer youth dies from September 1, 2025, but has not yet had their allowance adjusted according to these regulations, the person organizing the funeral will be entitled to claim the difference resulting from the allowance adjustment from September 1, 2025, until the month the volunteer youth passed away.

According to statistics from the Ministry of Interior, at the time of drafting the decree (as of December 31, 2023), the number of volunteer youth receiving monthly allowances was 3,668 (of which, 3,650 were receiving allowances under Decision No. 40/2011 and 18 were receiving allowances under Decree 112/2017).

Therefore, the total additional cost per month is: 3,668 people x 460,000 VND/month = 1,687,000,000 VND. The additional cost per year is 20,244,000,000 VND.

"If we consider the average across the 63 provinces and cities currently, each province would only see an increase of just over 26,000,000 VND per month and approximately over 300,000,000 VND per year. Thus, the resources from local budgets have increased insignificantly compared to before the adjustment," according to the Ministry of Interior's proposal.
