Standards for department heads and equivalent
For department heads and equivalent positions, the draft of the Ministry of Home Affairs clearly states that they must meet the above general standards and at the same time meet specific regulations.
Including mastering documents, in-depth understanding of the legal system, mechanisms, and policies on management of the industry and field under one's charge; having experience in synthesizing and summarizing practices; proposing timely solutions to remove difficulties and obstacles in the field of work.
Have the capacity to lead, manage, operate, coordinate activities; use and evaluate the effectiveness of civil servants and public employees under authority, in accordance with regulations; maintain discipline and administrative order, prevent and combat corruption, waste and negativity within the organization.
Have the capacity to advise, plan, concretize, direct the implementation, guide, and inspect policies and strategies in the assigned field; direct the development and promulgation of, or advise on the promulgation of, mechanisms, policies, and development plans for the assigned industry and field.
Have the capacity to implement the Party's policies and guidelines and the State's laws in accordance with the functions, tasks and powers of the agency or unit; thoroughly resolve arising cases, recommendations, complaints and denunciations of organizations and citizens within the assigned authority.
Ability to resolve arising situations and handle sudden and complex work.
Have the capacity to organize and implement administrative reforms and digital transformation to increase the operational efficiency of the administrative apparatus; research and apply modern scientific and technological knowledge.
Have initiatives, administrative reform models, information technology applications, digital transformation or propose effective solutions, breakthroughs or create clear changes, applied in the assigned field.
Currently holding the position of deputy head of department and equivalent in the Ministry.
Standards for department directors and equivalent
Regarding the standards of department directors and equivalent, according to the draft, they must meet the above general standards as well as specific regulations.
Have a firm grasp of documents, in-depth understanding of the legal system, mechanisms, and policies on industry and sector management in the locality in charge; have experience in synthesizing and summarizing practices; propose timely solutions to remove difficulties and obstacles in the field of work.
Have the capacity to lead, manage, operate, coordinate activities; use and evaluate the effectiveness of civil servants and public employees under authority, in accordance with regulations; maintain discipline and administrative order, prevent and combat corruption, waste and negativity within the organization.
