They have the capacity to implement the Party's guidelines and policies, and the State's laws in accordance with the functions, duties, and powers of the agency or unit; and to resolve definitively all arising issues, requests, complaints, and denunciations from organizations and citizens within their assigned responsibilities and authority.
Capable of resolving unforeseen situations and handling unexpected and complex tasks.
