Minister of dialogue with farmers answers hot issues about agriculture

On the morning of November 2, in Hanoi, the Central Committee of the Vietnam Farmers' Union coordinated with the Ministry of Agriculture and Environment to chair the Forum of the President of the Vietnam Farmers' Union - Minister of Agriculture and Environment listening to farmers speak in 2025 with the theme: "Accompanying farmers into the new era".

Speaking at the opening of the Forum, Mr. Luong Quoc Doan, member of the Party Central Committee, Chairman of the Central Committee of the Vietnam Farmers' Union, emphasized: The Forum of the President of the Vietnam Farmers' Union - Minister of Agriculture and Environment Listening to Farmers Speak in 2025 with the theme "Accompanying Farmers Entering the New Era" is the second listening and dialogue activity this year after the Forum of the President of the Vietnam Farmers' Union - Minister of Industry and Trade Listening to Farmers Speak. The Forum aims to implement the important direction of General Secretary To Lam on the need for sectors and levels to organize the activity "Month of Listening to Farmers Speak"; as well as the Conclusion of Prime Minister Pham Minh Chinh at the Conference of the Prime Minister's Dialogue with Farmers in 2024 on strengthening listening and dialogue with farmers in sectors and levels.

This Listening to Farmers Forum is one of the important activities before the Prime Minister's Dialogue Conference with Farmers in 2025.

“According to a synthesis from Today's Rural Newspaper/Dan Viet electronic newspaper, before the Forum took place, there were nearly 1,000 opinions, proposals, and recommendations sent to the Ministry of Agriculture and Environment and the Vietnam Farmers' Union, focusing on the current hot issues facing agriculture, farmers, and rural areas in Vietnam,” said Mr. Luong Quoc Doan.

The topic group on institutional innovation, administrative procedure reform in the context of operating a 2-level local government model and implementing decentralization and delegation of power in many areas of state management to localities, especially areas related to land, agricultural extension, veterinary medicine, and environment is one of the contents of interest. Opinions also proposed and recommended continuing administrative procedure reform, unlocking investment resources in agriculture and rural areas.

Along with that, the topic group on strongly promoting the application of science and technology and digital transformation, especially new technologies and artificial intelligence in agricultural and rural production. Many opinions also expressed interest in the issue of traceability and agricultural product markets; scientific and technical solutions to reduce emissions, save energy, green economy, and circulation in agriculture.

In addition, the topic group is about unlocking resources and organizing production, developing sustainable forms of production organization such as cooperatives, cooperative groups, and chain linkages. Opinions are interested in mechanisms and policies on capital, green credit, and human resource training for cooperatives.

In particular, the topic group on farmers and rural society received attention. Comments were contributed on building new rural areas in the new period, new era, that is, civilized, secure, and affectionate rural areas; some comments also participated in proposing the construction of a set of criteria "Digital farmers - Green farmers - Kind farmers" to aim at the goal of "Building a civilized, comprehensively developed Vietnamese peasant class with will, self-reliance, self-strengthening, and aspirations to rise up; promoting the role of farmers as the main subject in developing the agricultural economy, rural economy, and building new rural areas" as proposed in the draft documents of the 14th National Party Congress.

“The issues raised are numerous and cover many areas. However, within the framework of the Forum, the Minister and I will listen to and discuss issues within the functions and management tasks of the two units. For issues related to many sectors and areas, we will absorb, synthesize and report at the upcoming Conference of the Prime Minister's dialogue with farmers in 2025,” Mr. Luong Quoc Doan affirmed.

Previously, speaking to the press, Mr. Luong Quoc Doan said that through these listening sessions, the direct voice from the grassroots will be conveyed to the Minister of Agriculture and Environment, Chairman of the Vietnam Farmers' Union. At the same time, this activity also aims to promote the role and responsibility of the Union towards farmer members, especially cooperatives that have been propagated, mobilized and guided to establish by the Vietnam Farmers' Union. Thereby contributing to the effective implementation of the Party and State's policies and guidelines in the fields of agriculture, farmers and rural areas.

Specifically, the Farmers' Association hopes that together with the entire political system, from the Party, State to Party committees and authorities at all levels, it will more clearly demonstrate the pioneering role of the Association in participating in the development of agriculture, rural economy and new rural construction.

In particular, the Association will focus on the key contents that the General Secretary pointed out at the meeting and reception of 95 outstanding Vietnamese Farmers and Scientists of Farmers on the occasion of the 95th anniversary of the Vietnam Farmers' Association, including: promoting connections between farmers, farmers, cooperatives and farmers - enterprises; supporting brand building; promoting green production, circular economy and applying digital transformation in agriculture. These are major policies of strategic significance of the Party and State for the fields of agriculture, farmers and rural areas in the coming time.

The Chairman of the Vietnam Farmers’ Union said that over the years, the cooperative relationship between the Vietnam Farmers’ Union and the Ministry of Agriculture and Environment has been maintained and developed on a solid traditional foundation. The two agencies have coordinated very closely in all activities, from participating in the development of major policies and guidelines of the Party and State to implementing work contents in the fields of agriculture, farmers and rural areas.

In particular, the regular organization of the "Listening to farmers speak" forums is a highlight of effective activities between the two agencies, the Vietnam Farmers' Union and the Ministry of Agriculture and Environment.

Through these forums, the leaders of the Association and the Ministry directly receive opinions, recommendations, as well as aspirations of farmer members. On that basis, the leaders of both sides conduct specific exchanges to agree on implementation plans, and at the same time provide timely advice to the Government, the Party and the State on perfecting mechanisms and policies related to agriculture, farmers and rural areas.

“This close coordination has brought about practical results. On the one hand, the two agencies have increased propaganda, explanation and guidance to help farmers better understand the issued policies and guidelines. On the other hand, for newly arising issues, remaining problems or unclear mechanisms, the Ministry of Agriculture and Environment and the Farmers' Association have coordinated to promptly propose to the Government to promulgate, amend, and focus on removing obstacles for farmers. In the coming time, the two agencies, the Vietnam Farmers' Association and the Ministry of Agriculture and Environment, will continue to coordinate and support farmers in implementing the major policies and orientations of the Party and State on agriculture, farmers, and rural areas, especially promoting green production, circular economy and sustainable agriculture,” said Mr. Luong Quoc Doan.
