Sending a petition to the 9th Session of the 15th National Assembly, voters of Hung Yen province requested the Ministry of Education and Training to have a common set of textbooks applicable to students nationwide to suit current social conditions.
Responding to this issue, Minister of Education and Training Nguyen Kim Son said that Resolution No. 88 of the National Assembly clearly stated that the general education program stipulates requirements on the qualities and abilities that students need to achieve after each level of education.
In addition, the 2019 Education Law also stipulates that the general education program must ensure the requirements on the qualities and abilities that students need to achieve after each level of education, and the educational content is compulsory for all students nationwide.

Since the 2020-2021 school year, the Ministry of Education and Training has implemented new programs and textbooks according to the provisions of the 2019 Education Law and schools have organized implementation, initially bringing about effectiveness.
The Politburo has concluded 91/2024 to continue implementing Resolution 29/2013 of the Central Executive Committee on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.
It clearly states the task of continuing to perfect and effectively implement the new general education program; implementing a unified general education program nationwide, each subject has one or several textbooks and socializing the compilation of textbooks.
The education sector commander also said that the ministry has issued Circular 25/2020 and Circular 27/2023 regulating the selection of textbooks in general education institutions for provinces, cities or general schools to choose from.
According to Minister of Education and Training Nguyen Kim Son, different textbooks only differ in the language, presentation and teaching methods for each content but must meet the requirements of the program. Therefore, when students use different textbooks, the content of knowledge and requirements will not be affected.
Thus, teaching and learning at different general education institutions are carried out according to the requirements of the subject and are unified nationwide.
Minister Nguyen Kim Son also affirmed that the Ministry of Education and Training will continue to direct innovation in teaching, testing, assessment and examination methods.
