Proactively carry out propaganda and education work, raise awareness and actions for Party committees and commanders at all levels on the content and measures to implement grassroots democracy regulations.

Lieutenant General Bui Quoc Oai, Party Secretary and Political Commissar of the Vietnam Coast Guard delivered concluding remarks.

The system of documents, regulations and rules of the Party Committee and commanders on implementing grassroots democracy regulations is consolidated, supplemented and perfected in accordance with the unit's tasks and situation.

Promoting collective intelligence in the leadership of Party committees, management and operation of commanders in implementing assigned tasks; ensuring the mastery of all soldiers; promptly encouraging the spirit of solidarity and responsibility of each cadre, Party member and the masses, contributing to building a strong and clean Party organization and a strong and comprehensive unit.

Concluding the conference, Lieutenant General Bui Quoc Oai, Party Secretary and Political Commissar of the Vietnam Coast Guard acknowledged and commended the achievements of officers and soldiers of Coast Guard Region 2, including the implementation of the grassroots democracy regulations in 2025; requested the Party Committee, Command of Coast Guard Region 2 and Party committees and commanders at all levels to continue to disseminate, propagate, and educate to raise awareness and responsibility for officers and soldiers in implementing Circular No. 122/2024/TT-BQP dated December 31, 2024 of the Minister of National Defense "Regulations on implementing grassroots democracy in the Vietnam People's Army" and Instruction No. 2496/HD-CT dated March 24, 2025 of the Coast Guard Political Department on the implementation of Circular No. 122.

Strengthen the leadership and direction of Party committees and commanders at all levels in implementing grassroots democracy in units. Regularly review and supplement regulations and rules on all aspects of operation, in accordance with the functions and tasks of each agency and unit, improve the quality and effectiveness of the Military Council's operations in implementing grassroots democracy in units.

In addition, the research unit innovates and creatively implements measures and forms of democratic dialogue such as: organizing forums, suggestion boxes, hotlines, and direct exchanges with soldiers.

Regularly disseminate and promptly publicize the regime, standards and policies for all soldiers; pay attention to and care for the material and spiritual lives of officers and soldiers; build solidarity and attachment between officers and soldiers, soldiers and soldiers and the people.
