The Ministry of Culture, Sports and Tourism launched the emulation movement "The whole country competes in innovation and digital transformation" and the movement "Digital literacy for the masses"

The implementation of the Emulation Movement aims to promote the tradition of patriotic emulation, strengthen the comprehensive leadership of the Party, the strength of the entire political system, raise awareness and sense of responsibility, create unity and consensus among Party committees, leaders, cadres, civil servants, public employees and workers in agencies and units under the Ministry of Culture, Sports and Tourism on the development of science, technology, innovation and digital transformation.

At the same time, improve knowledge of science , technology, innovation, digital skills, digital technology among civil servants, public employees, and workers of the Ministry of Culture, Sports and Tourism, contributing to modernizing the working process, improving professional work efficiency and the quality of public service provision for organizations, individuals and businesses. Thereby, strongly arousing the desire for development, promoting the initiative and creativity of each individual and unit in the Ministry of Culture, Sports and Tourism to deploy the Emulation Movement with practical and effective content, contributing to improving the effectiveness of state management in the fields of culture, sports and tourism.

Accordingly, the emulation movement includes 05 contents:

1. Raise awareness and make breakthroughs in innovation of thinking, digital transformation, science and technology development, innovation, innovation in leadership and management methods and operating models, from "traditional" to digital space based on digital databases. Link propaganda about the goals and tasks of science and technology development, innovation, and digital transformation with strategic tasks and action programs of each agency and unit under the Ministry.

2. Upgrade and complete infrastructure for science and technology development, innovation, digital transformation, especially digital infrastructure and digital technology on the principles of "modernity, synchronization, security, safety, efficiency, avoiding waste", ensuring network safety and security.

3. Promote digital transformation, application of science, technology, and innovation in the operations of agencies and units under the Ministry, promote digital application in administrative reform, especially administrative procedure reform; strengthen state management in the digital environment to connect and operate smoothly agencies and units in the Culture, Sports and Tourism sector.

4. Accelerate the digital transformation process in the fields of culture, sports and tourism, develop the Ministry's Data Strategy; complete the implementation of the construction and exploitation of the industry database; complete the digitalization of internal business processes, documents, and administrative procedure settlement results; build a database and create a digital map of cultural industries; develop a Code of Conduct for Culture in the digital environment; develop and promulgate a program to promote digital transformation of smart tourism in the tourism sector; complete the Project on Vietnam's entertainment industry.

5. Improve the quality of cadres, civil servants, public employees, and workers, and make use of high-quality human resources and talents to meet the development requirements of science, technology, innovation, and national digital transformation. Continue to widely implement the Prime Minister's "Digital Literacy Movement" and the Ministry's "Digital Learning" Movement; strengthen training and education on knowledge and skills in digital technology and digital transformation in agencies and units under the Ministry.

The emulation movement will be implemented from 2025 to 2030, divided into 2 phases: Phase 1 (from 2025 - 2027): Agencies and units under the Ministry of Construction will issue a Plan to implement the Emulation Movement in accordance with the functions and tasks of the agencies and units in the third quarter of 2025; organize the implementation of the Emulation Movement effectively and practically; conduct a preliminary review, evaluation, and draw lessons in 2027 to implement the next phase.

Phase 2 (from 2027 - 2030): Based on the preliminary summary and evaluation of the results of the implementation of phase 1 of the Emulation Movement, the Department of Personnel Organization presides over and advises the Ministry's Emulation and Reward Council to continue implementing phase 2 of the Emulation Movement and summarize in 2030./.
