Today, March 26th, the Ministry of Health issued the latest guidelines to provinces, cities, health departments, and medical examination and treatment units regarding health check-ups.
Previously, the Ministry of Health abolished the administrative procedures of "issuing health certificates for drivers" and "periodic health check-ups for car drivers". With this abolition, many people believe that individuals no longer need a health check-up when taking or renewing their driver's license.
The Ministry of Health affirms that currently, individuals renewing their driver's licenses still require a health certificate.
According to the latest guidelines, the Ministry of Health has recently abolished 12 administrative procedures related to health examinations, including: issuing health certificates for seafarers; issuing health certificates for drivers; periodic health examinations for car drivers; issuing health certificates for individuals aged 18 and under; issuing health certificates for individuals with diminished or limited civil capacity; and periodic health examinations.
According to the latest regulations in the Law on Medical Examination and Treatment, the above regulations are not administrative procedures, but rather professional processes and techniques.
The Ministry of Health explained that "health check-ups" and "periodic health check-ups for car drivers" are medical examinations to determine health status, classify health conditions, or detect and manage diseases. Therefore, the two administrative procedures, "driver's health check-up" and "periodic health check-ups for car drivers," have now been replaced by specialized technical procedures.
Therefore, those renewing their driver's license are still required to undergo a medical examination and need a medical certificate.
The Ministry of Health requests the heads of the Departments of Health in 63 provinces and cities, and hospitals to disseminate, thoroughly understand, guide, and inspect organizations and individuals under their management to strictly implement the regulations in the Law on Medical Examination and Treatment 2023; Decree No. 96/2023/ND-CP; Circular No. 32/2023/TT-BYT; Joint Circular No. 24/2015/TTLT-BYT-BGTVT dated August 21, 2015; Circular No. 22/2017/TT-BYT dated May 12, 2017… and other relevant regulations in the implementation of medical examinations and issuance of health certificates.
