Ministry of Health recalls and suspends circulation of a series of violating cosmetics

On December 9, the Drug Administration of Vietnam (Ministry of Health) issued a series of decisions to suspend circulation, recall and require the destruction of many imported cosmetic products due to violations of formula, legal documents and origin.

Recalled products include cleansers, serums, toners, shampoos, conditioners, and shower gels.

Recall and stop accepting cosmetic declaration forms

The Drug Administration Department has decided to suspend circulation and recall nationwide 4 products of Zacy Cosmetics Company Limited (address: 3A floor, 6A, No. 69 Nguyen Hy Quang Street, Dong Da Ward, Hanoi City; business registration number: 0107468471) responsible for bringing to the market.

Specifically, the cosmetic products (including ASAP Radiance Serum, Mandelic Acid 3-In-1 Wash, 3% Mandelic Acid 3-In-1 Toner) in circulation have formulas that are not consistent with the published records.

At the same time, the Drug Administration Department also revoked the 3 cosmetic product declaration receipt numbers above, because the cosmetic products in circulation had formulas that were not consistent with the declared records.

Another product, the Bellmona tea tree modeling mask, was also recalled because the original product label did not have the Bellmona brand name. The original product label stated "Tea tree Herb Modeling Mask" which did not match the product name declared on the declaration form.

The Department requests that units notify businesses and cosmetic users in the area to immediately stop selling and using the above 4 products and return them to the product suppliers.

Conduct recall of the above-mentioned violating products, inspect and supervise the implementing units, and handle violating units according to current regulations.

The Department also decided to temporarily stop reviewing and receiving cosmetic product declaration dossiers declared by Zacy Cosmetics Company for a period of 6 months.

The reason given by the department is that the cosmetic business has a formula that is not as declared in the dossier, violating the provisions at Point h, Clause 1, Article 47 of Circular No. 06/2011/TT-BYT.

When the period of temporary suspension of consideration and acceptance of cosmetic declaration dossiers stated in Clause 1 of this Official Dispatch expires, if the company has fully remedied the violations and has reported, the Department of Drug Administration will consider and accept the cosmetic product declaration dossier declared by Zacy Cosmetics Company Limited according to regulations.

Recall of many shampoos, skin gels, vitamin E

On the same day, the Drug Administration requested the suspension of circulation and nationwide recall of three products: shampoo, smooth conditioner, and skin care shower gel of Vimac Cosmetics Joint Stock Company (headquartered in Hanoi) - the organization responsible for bringing the products to market and manufacturing.

The reason for the recall is that the cosmetics business does not have a product information file (PIF).

The Drug Administration of Vietnam requested the health departments of provinces and cities to notify cosmetic businesses and users in the area to immediately stop selling and using the above 3 products and return them to the product suppliers.

In addition, the Drug Administration Department issued a decision to suspend circulation, recall and destroy cosmetics of Thuong Tin Investment, Trade and Service Company Limited.

Accordingly, the Department has suspended the circulation and recalled nationwide the batch of Carebeau Vitamin E Skin Cream - White (Carebeau Cream Vitamin E-White), 250g bottle. The label shows the receipt number of the announcement form 135014/20/CBMP-QLD, batch number 561, NSX 08-2024, HSD 08-2027.

The product is brought to market by Thuong Tin Investment, Trade and Service Company Limited (Thuong Cat Ward, Hanoi City). Manufacturer: SB Interlab Co., Ltd, Thailand.

The reason for the recall is because the cosmetic product's formula is not as published in the records.

The Drug Administration of Vietnam requests the health departments of provinces and cities to notify businesses and cosmetic users in the area to immediately stop selling and using the above batch of Carebeau Vitamin E Cream - White (Carebeau Cream Vitamin E-White), 250g bottle, and return the product to the supplier.

The units shall recall and destroy the above-mentioned batch of violating products; inspect and supervise the units implementing this notice, and handle violating units according to current regulations.
