A humane approach in education.

On September 15, 2025, the Ministry of Education and Training issued Circular No. 19/2025/TT-BGDĐT on student rewards and disciplinary measures (hereinafter referred to as Circular 19). One of the contents that has attracted public attention in this circular is the abolition of the disciplinary measure of suspending students from school from October 31, 2025 - replacing a regulation that has existed for 37 years.

For decades, school suspensions have been seen as a strong deterrent, but they inadvertently push students out of the school environment. Many students, after being suspended for a period of time, do not want to return to school, dropping out with a negative mindset, while they themselves are in a crucial stage where they need care and guidance to develop physically, intellectually, and morally. Once suspended, they not only fall behind in their studies but also easily become abandoned, isolated, and at high risk of falling into social vices.

Circular 19 no longer considers student misconduct as a "crime" requiring punishment, but rather as a "disease" needing treatment. Disciplinary measures for primary school students include reminders and requests for apologies; for students at other levels, they include reminders, criticism, and requests for self-criticism. Support activities to address misconduct include: advising and encouraging students, monitoring and providing counseling during the correction process; requiring students to participate in school counseling, social work, skills education , and other appropriate activities as decided by the school to change their perceptions and adjust their behavior...

The elimination of suspension and the emphasis on supportive remedial activities reflect a shift in the approach to student misconduct and discipline. The new regulations do not remove students from the school environment but focus on education, counseling, and psychological support. This means that the school is not just a place for imparting knowledge, but also a second home – a place where students can share, be listened to, and receive help to overcome difficulties.

Each student has a different family background; parents working far away, family conflicts, conflicts with friends at school, or simply going through the normal psychological and physiological crisis of puberty… Negative emotions and dissatisfaction may arise, and behaviors may be uncontrolled because they are not yet mature enough and have not received timely attention and education…

The new regulations on student discipline in Circular 19 mark a new chapter for the education sector, moving towards a more positive perspective. It emphasizes preventing misconduct through early and timely care and education, rather than removing students from the educational environment. Instead, we should seek appropriate educational solutions to help them develop better.

Much work remains to be done to effectively promote humane disciplinary measures in schools, but this will be an important milestone for schools, parents, and society to share a common vision in maintaining order, discipline, and school discipline, and to take appropriate steps in the process of development for a better future for students.
