
Regarding the forced land reclamation process, Mr. Do Van Su, Chairman of the People's Committee of Song Doc commune, stated that in April 2012, the People's Committee of Tran Van Thoi district (formerly Ca Mau province) leased over 7,580 square meters of land in Hamlet 7 to Mr. Le Thanh Tien (born in 1975, residing in Hamlet 7, Song Doc town, formerly Ca Mau province) for a business and production site, with a lease term of 4 years.
During the land lease period, Mr. Tien misused the land, arbitrarily subleasing it and transferring the fruits of labor to households in violation of regulations.
Following an inspection, in May 2016, the People's Committee of Tran Van Thoi district issued a decision to reclaim the entire plot of land.
Subsequently, the Chairman of the People's Committee of Tran Van Thoi District issued 30 decisions applying remedial measures to 30 individuals using the land (7 out of 39 plots of land were voluntarily returned by the households). From 2017 to 2024, the People's Committee of Song Doc town managed to manage 10 out of 39 plots of land.
During the implementation process, many individuals disagreed with the decisions of the authorities and filed lawsuits. However, in court, the lawsuits were dismissed.
On September 10, 2025, the People's Committee of Song Doc commune organized the enforcement of land reclamation.
Following final persuasion efforts before the enforcement action, 8 out of 10 households committed to voluntarily dismantling their structures. The remaining 2 households did not fully comply, so the enforcement team proceeded with the demolition according to regulations.
By September 13, 2025, the People's Committee of Song Doc commune had completed the land reclamation for 10 households (11 plots of land), and simultaneously fenced off the entire area for management purposes and allowed residents who needed to transport concrete and wall debris to other locations for disposal.

According to Mr. Do Van Su, the incident was caused by the lax management of the local authorities, who failed to prevent and promptly handle violations. Some officials were involved in receiving land use rights transfers illegally.
In connection with the incident, many officials and leaders of Song Doc town and the former Department of Natural Resources and Environment of Tran Van Thoi district have been disciplined.

At the press conference, Vice Chairman of the Ca Mau Provincial People's Committee Nguyen Minh Luan expressed his sympathy with the affected households. However, he affirmed that the sale and transfer of the fruits of their labor were against regulations and therefore must be handled according to the law.
The Vice Chairman of the People's Committee of Ca Mau province stated that the local government is paying attention to and providing support policies for households facing housing difficulties. He also requested relevant agencies to monitor and handle cases of dissemination and distortion of the incident.
