A reporter from the Ethnic and Development Newspaper had an interview with Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen district, about the implementation of ethnic policies in the district.

Reporter : Mr. X, could you tell us how ethnic policies have been implemented in the district over the past period?

Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen District :

Ham Yen is a mountainous district in the northern part of Tuyen Quang province, home to 22 ethnic groups, with ethnic minorities accounting for 63.4% of the total population. All 18 communes and towns in Ham Yen are located in ethnic minority areas, and 124 out of 283 villages are classified as particularly disadvantaged, representing 44.28%.

Over the years, the District Party Committee, the District People's Council, and the District People's Committee have paid attention to directing and implementing ethnic affairs and ethnic policies in the district, focusing on directing the implementation of Conclusion No. 65-KL/TW dated October 30, 2019, of the Politburo on continuing to implement Resolution No. 24-NQ/TW of the Central Committee of the Party (9th term) on ethnic affairs in the new situation. They have also issued directives to all levels and sectors to implement the Strategy for Ethnic Affairs for the period 2021-2030, with a vision to 2045.

Ethnic policies and national target programs are being implemented seriously, within the correct scope and target beneficiaries, focusing on investment resources for the National Target Program for socio -economic development in ethnic minority and mountainous areas during the 2021-2025 period. The total planned capital for 2024 for the National Target Program for socio-economic development in ethnic minority and mountainous areas in Ham Yen district is over 123.28 million VND. As of November 30, 2024, 72.52 million VND has been disbursed, reaching 58.8%.

Along with implementing the program's contents, the Ethnic Affairs Department of Ham Yen focuses on propaganda and mobilization through various forms suitable for each target group, thereby raising awareness and responsibility of each individual, collective and community to create social consensus, further promoting the role of people as the main actors in participating in achieving goals and tasks, promoting socio-economic development, and gradually eradicating poverty for ethnic minority and mountainous areas.

Reporter : How effective have the policies and programs for ethnic minorities been in contributing to socio-economic development in the area, sir?

Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen District :

The investment results from programs, projects, and direct support have had a tremendous impact, significantly changing the face of rural areas in particularly disadvantaged communes and villages inhabited by ethnic minorities.

Socio-economic conditions in ethnic minority areas have gradually developed; the infrastructure system in ethnic minority areas continues to be invested in, built, and upgraded. To date, 100% of communes, wards, and towns have roads leading to their centers; 100% of villages, 100% of communes, and households have access to the national power grid.

As of November 30, 2024, 14 out of 17 communes in the district had been recognized as meeting or submitting applications for recognition as achieving new rural standards (including 2 communes recognized as achieving advanced new rural standards and 1 commune recognized as achieving model new rural standards). The average number of new rural criteria met was 18.3.

Encouragingly, the average per capita income in Ham Yen in 2024 is estimated to reach 52 million VND/person/year, an increase of 2.0% (planned target: 51 million VND/person/year). The poverty rate according to the multidimensional standard decreased by 2.64% (planned target: 2.20%). The rate of trained labor reached 68.5% (planned target: 68.5%), of which vocational training reached 47.1% (planned target: 47.1%), and those with certificates reached 23.9% (planned target: 23.9%). This year, Ham Yen created jobs for 3,516 workers, an increase of 10.4% (planned target: 3,185 workers).

Reporter: What difficulties and obstacles have been encountered in the process of implementing policies for ethnic minorities in the area , sir ?

In reality, the implementation of ethnic policies in Ham Yen district over the past period has revealed a number of difficulties and obstacles, such as:

Each year, the implementation of funds for programs, projects, and policies is slow, and investment quotas are low, thus prolonging the completion of plans according to the programs and projects.

Due to uneven levels of education, in some localities in Ham Yen, a segment of the population does not fully understand the policies and objectives set forth, and therefore does not actively participate, still relying on and expecting support from the State; they are not bold enough to proactively invest in expanding production according to effective models that have been implemented, still accustomed to self-sufficient production, and not yet familiar with producing goods according to market demand.

Furthermore, awareness of policies regarding ethnic minorities among grassroots officials remains limited. Leadership and guidance in some communes have not been consistent or thorough. The mobilization of the political system has been insufficient, failing to create a harmonious balance among various forces in the area.

Reporter: In the coming period, what specific solutions will the Ethnic Affairs Department advise the District People's Committee on to effectively promote policies, programs, and projects for ethnic minority communities ?

Mr. Ma Van Lien, Head of the Ethnic Affairs Department of Ham Yen District :

To effectively care for ethnic minority communities in the area, the Department continues to advise the District People's Committee on directing the implementation of several programs, projects, and policies for ethnic minority areas. It will accelerate the implementation of National Target Programs; Decision No. 85/QD-UBND dated March 3, 2023, of the Provincial People's Committee; and current policies for ethnic minority and mountainous areas, ensuring that people have timely access to and benefit from these policies; and will effectively carry out inspection and supervision of the implementation of ethnic policies at the grassroots level.

Prioritize the allocation of investment resources for ethnic minority and mountainous regions ; strengthen the implementation of support policies on education and training; health insurance, vocational training, counseling, and job placement for rural workers; improve the quality of medical services and healthcare for the people; and implement policies to preserve, conserve, and promote the cultural identity, language, customs, and traditional beliefs of ethnic minorities.

Through this, the needs of ethnic minority communities will be gradually met, their quality of life will be quickly improved, their income will be increased, and the socio-economic development of Ham Yen district will be promoted.
