
United in overcoming difficulties
Following Typhoon No. 3 (Yagi), the once lush and green roads of many industrial zones in Hai Duong province are no longer shaded by trees. Many factories have suffered roof damage, collapsed walls, and the risk of flooding due to prolonged post-typhoon rain is evident. However, officials, workers, and employees have united to repair and clean up their workshops to ensure continued work and production.
Suntel Vina Co., Ltd. (Dai An Expanded Industrial Park, Cam Giang) is a South Korean FDI enterprise specializing in the production of electronic components for export. The company is currently focusing on completing over 10 orders. Typhoon No. 3 ripped off over 400 square meters of factory roof. Most production departments had to be rearranged to ensure continued operation.

According to a representative of Suntel Vina Co., Ltd., heavy rain and rising floodwaters have made transportation and material delivery difficult, and the company may need up to a month to complete repairs. The factory roof has been lost, reducing production space, and many machines have been damaged by water. The company has encouraged its employees to overcome these challenges together. The company is striving to minimize the impact on the jobs of all more than 300 employees.
By noon on September 11th, rainwater had accumulated and flooded several sections of internal roads within the expanded Dai An Industrial Park (Phase I), affecting the production of all 44 businesses leasing land. Water began to overflow into the yards of some businesses, and workers and laborers gathered to pump out the water.
According to Mr. Luong Thanh Phong, Deputy Head of the Dai An Industrial Park Management Board, the XL18 area has the lowest elevation, thus collecting water from the entire area. The flood and storm prevention task force of Dai An Joint Stock Company has concentrated pumps to drain and prevent flooding from this "waterlogged area".
Dai An Joint Stock Company, the investor of both Dai An and Dai An Expansion industrial parks, with a total area of 551 hectares, currently has 87 investment projects for factory construction and production. The company's on-site workforce has deployed 60 people to directly pump out water, mitigate the consequences, and replant trees, while 40 people are on standby ready to perform their duties.
“In the expanded Dai An Industrial Park, 10 factories had their roofs blown off, causing damage of varying degrees. Some of these factories were built by us for lease. We are working closely with the business owners to repair these factories in order to quickly restore production,” Mr. Phong added.
The investor of the Cong Hoa Industrial Park, Vietnam Rubber Industrial Park and Urban Development Joint Stock Company, has implemented numerous measures to support businesses leasing land and ensure stable production. The company's technical team proactively cleared waterways and drained excess water from the drainage system. Backup generators have been deployed to provide lighting for some businesses affected by the storm. In low-lying areas prone to flooding, the company has used sandbags to create water barriers; deployed security personnel to guard the entrances and exits of the industrial park; posted warning signs at deeply flooded locations; and closed roads at intersections where ponds and lakes are covered by water hyacinth.

Mr. Pham Trung Thai, Chairman of the Board of Directors of Vietnam Rubber Industrial Park and Urban Development Joint Stock Company, said: “We have prepared proactive plans to prevent damage from heavy rain and strong winds. Our top priority now is to effectively support our customers who lease land to build factories and maintain stable production.”
The Vietnam Rubber Industrial Parks and Urban Development Joint Stock Company has requested the Hai Duong Provincial People's Committee to develop a plan for constructing a forced pumping station to drain floodwaters in the Cong Hoa, Van Duc, and Hoang Tan wards, including the Cong Hoa Industrial Park. The Chi Linh City People's Committee has issued an urgent directive for local authorities to coordinate with the investor to address issues related to clearing canals and ditches outside the industrial park, and to proactively respond to natural disasters.

According to a report from the Hai Duong Industrial Parks Management Board, 58 businesses in the industrial parks were affected and damaged after Typhoon No. 3. Many businesses suffered damage to their factory and warehouse roofs, roller doors, glass doors, and lampposts. Several roads in the Phuc Dien Industrial Park were blocked due to inadequate drainage, causing billions of dong in losses to businesses. The industrial park's infrastructure investors have proactively implemented various remedial measures, but many difficulties remain.
By September 12th, most industrial zones such as Lai Vu, Kim Thanh, Phuc Dien, Dai An, etc., were flooded on the access roads. In many places, water had flooded into the factory yards. Industrial zone infrastructure investors have placed warning signs in hazardous areas to ensure the safety of workers.

According to Ms. Nguyen Thi Thuy Hang, Deputy Head of the Hai Duong Industrial Parks Management Board, immediately after the storm, the board inspected the damage situation in the province's industrial parks and assessed the flooding situation. They also requested infrastructure investors to proactively develop flood prevention plans and not be complacent or negligent in the face of the storm and flooding. The board requested the electricity sector to actively coordinate with businesses investing in industrial park infrastructure construction and businesses with projects within the industrial parks to address problems and ensure stable power supply for businesses. Businesses were urged to proactively implement measures to protect production areas from rising water levels, prioritizing human safety and minimizing property damage.
