Over 10 million visitors have toured agro -tourism models.
According to the Department of Culture, Sports and Tourism of Lam Dong province, since the Provincial People's Committee issued Decision No. 2644 approving the pilot project to build agro-tourism models in the province in 2015, the strengths, potential and advantages of agriculture have been effectively exploited to create new products for tourism, generate additional income, create jobs and promote the province's agricultural products.
Lam Dong province is the first locality in the country to pilot an agro-tourism model, combining tourism and agricultural production. In 2018, after evaluating and recognizing agro-tourism destinations for 33 organizations and individuals in the province, agro-tourism products have gradually promoted local cultural and historical values. The agro-tourism model is largely concentrated in Da Lat City with 23 models, Duc Trong district has 3 models, Lam Ha has 2 models, Lac Duong has 2 models, and Don Duong, Bao Lam, and Da Huoai districts each have 1 model.
In particular, the communities where the model is implemented benefit from the development of agro-tourism models. The lives of the people in the area are stable, security and social order are ensured; and the environment is also protected. The total number of visitors to agro-tourism models in the province from 2018 to the present has reached over 10 million; creating jobs for approximately 1,000 local workers, including about 150 tour guides at the sites.

These models are constantly improving the quality of products and services to attract more and more tourists to the province, while simultaneously stimulating higher tourist spending and increasing their length of stay.
In Ho Xuan Huong neighborhood (Da Lat City), five units participate in the agro-tourism model, with four of them receiving official recognition. Local households also collaborate with several service providers to cater to the food and accommodation needs of visitors in the neighborhood. The organizations and individuals involved in the agro-tourism model have actively invested in and upgraded their facilities, welcoming approximately 2 million visitors, including survey teams, media outlets, travel companies from within and outside the province, as well as tourists visiting and experiencing the area.
With the agro-tourism model along the Trai Mat - Ward 11 - Da Lat City route, the models along the route have also welcomed over 2 million visitors, including survey groups, travel companies, and domestic and international tourists, who visit flower, vegetable, and tea growing areas; participate in experiential activities such as high-tech farming, harvesting vegetables, and processing characteristic dishes from local vegetables and fruits.
According to Mr. Nguyen Trung Kien, Director of the Department of Culture, Sports and Tourism of Lam Dong province, in implementing Decision No. 2644 of the Provincial People's Committee, many policies, mechanisms, and investment projects on agro-tourism have been created to guide the development and expansion of agro-tourism models in the province in accordance with the objectives of the Project.
The Department also organized conferences and seminars to exchange ideas and find solutions to improve the quality of agro-tourism products in Lam Dong province. Various sectors, localities, and tourism service businesses actively coordinated the implementation of the Project, creating favorable conditions in the implementation mechanism and helping to expand the development of agro-tourism models, contributing to the diversification of tourism products in Lam Dong province.
Utilize resources effectively for the development of agro-tourism.
Mr. Kien commented that agro-tourism helps produce and consume agricultural products locally, contributing to brand building and economic efficiency, while also preserving and enhancing the traditional cultural values of the locality. Initially, it has made a significant contribution to the economic growth of the locality in general and the tourism industry in particular.
However, the leaders of the Department of Culture, Sports and Tourism of Lam Dong province frankly admitted that the implementation of the agro-tourism model has still faced some difficulties in the past, despite many efforts from farmers and state management agencies.

As the first locality in the country to pilot the agro-tourism model, combining tourism and agricultural production, Lam Dong still lacks specific guidelines from central ministries and agencies in organizing and implementing agro-tourism destinations. This leads to difficulties and complexities in managing agro-tourism in the province under the pilot project, especially regarding criteria for construction, the ratio of structures with and without roofs on agricultural and non-agricultural land, and the conversion of agricultural land to non-agricultural land. The development of agro-tourism remains largely spontaneous in many localities without specific planning.
Furthermore, some models still face difficulties in their operational methods; they have not yet integrated products and services into a closed-loop process to serve visitors; and they have not allocated a separate area for tourists to experience and learn about the cultivation and processing of products. The tourism products lack distinct characteristics and fail to attract many travel businesses to collaborate in bringing tourists to visit.
Due to the impact of the Covid-19 pandemic and changes in business direction, 14 out of 33 recognized agro-tourism business models have ceased operations. Furthermore, after Lam Dong province terminated the temporary regulations on investment and management of agro-tourism business activities at the end of 2023 because they were no longer suitable for the local situation and regulations related to agro-tourism, only 3 tourist destinations with agro-tourism products are currently recognized by the Lam Dong Provincial People's Committee.
Proposing solutions for developing agro-tourism in Lam Dong province, Mr. Kien emphasized: To create favorable conditions for potential units to research and apply to develop agro-tourism products in accordance with the law, it is necessary to promptly guide the implementation of the 2024 Land Law and its detailed implementing regulations in the province.
In addition, it is necessary to promote and raise awareness about agro-tourism. The responsibility of state management in developing agro-tourism should be enhanced, and resources should be mobilized, integrated, and effectively utilized for its development.
The Department of Culture, Sports and Tourism of Lam Dong province also requested the Provincial People's Committee to approve the adjustment of Resolution 198 dated July 12, 2023, of the Lam Dong Provincial People's Council to suit the actual implementation in the locality.
