On December 16th, the delegation of National Assembly representatives from Hung Yen province and Hai Phong city held a meeting to commemorate the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026) and to summarize the work of the 15th National Assembly term of the provincial delegation.

Deputy Speaker of the National Assembly Nguyen Khac Dinh: It is necessary to concretize and effectively implement the Laws.

Speaking at the meeting commemorating the 80th anniversary of the first general election to elect the Vietnamese National Assembly, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the time from now until the end of the term is extremely important. The delegation of the 15th National Assembly of Hung Yen province and the National Assembly delegates in the delegation need to continue to proactively and actively cooperate, closely follow the practical situation, and from there propose specific recommendations to the local Party committees and authorities in concretizing and effectively implementing the Laws and Resolutions passed by the National Assembly.

Immediately following the elections for National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term, the 16th National Assembly delegation of Hung Yen province will build upon the glorious experiences and traditions of the National Assembly over the past 80 years, including the experiences of National Assembly deputies from Hung Yen province throughout the years.

Over 15 National Assembly terms, the delegation from Hung Yen and Thai Binh provinces has elected 516 delegates (209 from the former Hung Yen province and 307 from the former Thai Binh province). Many delegates hold important positions in the Party and State apparatus. This is not only an honor for each delegate but also a source of pride, contributing to the unique character of the National Assembly delegation from the province – a locality rich in cultural traditions, patriotism, and revolutionary spirit.

A notable activity of the Hung Yen Provincial National Assembly Delegation was its proposals and recommendations to the National Assembly and the Government, such as solutions to support businesses and entrepreneurs, especially small and medium-sized enterprises; solutions to remove bottlenecks and obstacles in economic development; policies on social security, health, education, and policies for those who have rendered meritorious services to the revolution…

In legislative work, the Delegation organized 60 conferences to gather opinions and contributions on 142 draft laws, and conducted 18 legal surveys; for draft laws where it was not possible to hold workshops, the Delegation sent written requests for opinions to relevant sectors. During the term, the Delegation organized 13 supervision sessions and 19 surveys; and coordinated with the Standing Committee of the Provincial People's Council to organize 18 supervision sessions. The content of the supervision and surveys mainly focused on the implementation of the socio-economic development plan, ensuring national defense, security, social welfare, and pressing issues of concern to voters and the people.

Deputy Head of the Standing Delegation of the National Assembly of Hung Yen Province, Nguyen Van Huy, affirmed that with 80 years of operation, construction, innovation, and development, the National Assembly Delegation of Hung Yen - Thai Binh Province in the past, and Hung Yen Province today, has made worthy contributions to the overall achievements of the National Assembly, participating in the constitutional and legislative processes, supreme supervision, and deciding on important issues of the country, always affirming its role as a representative of the will and aspirations of the people; truly serving as a solid bridge between the Party, the State, and the people, between the National Assembly and the voters.

The 80th anniversary celebration of the first General Election to elect the Vietnamese National Assembly in Hai Phong city was attended by former National Assembly Chairwoman Nguyen Thi Kim Ngan, along with current and former leaders of the Central Government and the city, and National Assembly delegates from Hai Phong city and the former Hai Duong province from various periods.

Secretary of the Hai Phong City Party Committee and Head of the Hai Phong National Assembly Delegation, Le Tien Chau, emphasized that the General Election on January 6, 1946, was a momentous political event, ushering in a new era of democracy for the country. Since then, through 15 terms of operation, the National Assembly of Vietnam has continuously reformed and improved its organization and working methods, playing a core role in building and perfecting the legal system, exercising supreme oversight, and deciding on important national issues. In this process, the Hai Phong City National Assembly Delegation, formerly Hai Duong Province and now the Hai Phong City National Assembly Delegation, has always been an integral part, making significant contributions to the overall activities of the National Assembly. Generations of delegates have brought their dedication, intellect, and high sense of responsibility as representatives of the people, making practical contributions to the cause of building, protecting, and developing the country.

Mr. Le Tien Chau suggested that, in the coming period, the Hai Phong City National Assembly Delegation should continue to participate substantively in the legislative process. Each opinion should stem from the practical development of Hai Phong, focusing on key issues such as public investment, infrastructure, seaports, logistics, planning, urban development, environment, digital transformation, and the quality of public services. Each draft law discussed should bear the clear imprint of the Hai Phong National Assembly Delegation. The Delegation should effectively act as a bridge between the central government and the city; proactively promote the removal of obstacles in mechanisms and policies to ensure the progress of major projects, and promptly propose solutions to problems related to planning, public investment, urban development, transportation infrastructure, and regional connectivity. The Delegation should continue to listen to and fully reflect the opinions of voters and monitor them until the final results, ensuring that the voice of the people is heard and addressed substantively, along with other key tasks.

During the program, many former delegates of the Hai Phong National Assembly delegation shared about the delegation's positive contributions to the development of policies and laws, creating breakthrough and unique mechanisms to promote the economic and social development of the city and the country.

Mr. Nguyen Van Thuan, former Secretary of the City Party Committee, former Chairman of the City People's Council, and Head of the Hai Phong City Delegation to the 11th National Assembly, stated that the opinions of the Hai Phong Delegation to the 11th National Assembly significantly contributed to the National Assembly's issuance of resolutions, including groundbreaking content for Hai Phong to build a deep-water port and expressways, creating a foundation for the city's economy and society to develop remarkably in the current period.
