While most households in Can Loc district ( Ha Tinh ) have agreed to hand over the land, currently, 17 households in Kim Song Truong commune have not yet agreed to receive compensation for the North-South expressway project.

Efforts to hand over the site on schedule

The North-South Eastern Expressway Project, phase 2021 - 2025, passes through 9 communes and towns of Can Loc district with a total length of 19.4km.

According to statistics, Can Loc needs to hand over nearly 160 hectares of land of all kinds with 2,474 affected households (2,189 households with agricultural land, 285 households with residential land and assets on land), relocate 788 graves, power lines and other infrastructure and technical works.

Realizing the importance of the project, right from the first days of implementing the site clearance work, Can Loc has always identified this as one of the key and continuous political tasks. Accordingly, the district has focused on disseminating and popularizing the project investment objectives, compensation, support and resettlement policies to create consensus among the people.

With the participation of the entire political system, close coordination with investors and effective propaganda and mobilization work, up to now, Can Loc has completed the counting, pricing, approving compensation plans and handing over the site to investors, reaching 99.77%.

Of which, 100% of agricultural land has been handed over; disbursement of GPMB capital is 521.1/627.67 billion VND, reaching 83.02%.

Mr. Tran Dinh Viet - Head of the Department of Natural Resources and Environment, Vice Chairman of the Compensation, Support and Resettlement Council of the North - South Expressway Project in Can Loc District said: "The whole district has 285 households affected in terms of residential land and assets on land, of which 146 households are subject to resettlement. Kim Song Truong is one of the most affected communes, because the project passes through the area with a total length of 6.34 km with 118 households affected in terms of residential land, of which 71 households are subject to resettlement.

In order to create conditions for people to soon stabilize their lives, the district has planned and built 5 resettlement areas, of which Kim Song Truong commune has 2 resettlement areas, Quang Loc, Son Loc, Trung Loc communes each have 1 resettlement area. All 5 resettlement areas are conveniently located in terms of traffic, modern infrastructure, high and easy to connect with existing residential areas in the area.

At this time, many families have started building houses in resettlement areas in Kim Song Truong commune.

Up to this point, the construction volume of resettlement areas has reached 70 - 80%, ensuring conditions for people to be able to build houses. Also from the high consensus, many families have proactively moved their houses, assets and built houses at new places to hand over the land for the project.

Persistently finding solutions for land acquisition and compensation in Kim Song Truong

According to information from Can Loc district, up to now, out of a total of 146 households subject to resettlement, 129 households have received compensation for land acquisition and land transfer for project implementation. Currently, there are still 17 households in Kim Song Truong commune who have drawn lots to receive land in resettlement areas but have not yet agreed to receive compensation. This reality has caused the work of land acquisition and land handover to project investors in the area to not meet expectations.

Together with the working group that went directly to the households to find out the actual situation, we realized that the reason for not receiving compensation money stemmed from some concerns related to the counting work, applying GPMB prices, high land prices in resettlement areas...

The location of the 200m2 plot of land is within the North-South expressway land acquisition area of ​​Mr. Phan Van Ky's family in Phuc Loc village.

Mr. Phan Van Ky (born in 1957, Phuc Loc village, Kim Song Truong commune) reflected: “My family has a 200m2 plot of land within the North-South expressway land acquisition area, priced at 626 million VND. I also drew lots for plot number 18, lane 1 in the Dong Vinh resettlement area of ​​the commune with an area of ​​220m2 , valued at more than 1 billion VND. Thus, my family has to pay an additional 400 million VND to have enough money to receive the land, while I am a 1/4 disabled veteran, often sick, so I have no money to add. I hope that the authorities at all levels will have a policy to support or "exchange" the land for my family".

Also not receiving compensation, but the reason of Mr. Nguyen Luong (born in 1959 in Dong Vinh village, Kim Song Truong commune) is not the same as Mr. Phan Van Ky. Mr. Luong's family's land has a total area of ​​846.8m2 , of which 664.8m2 along with houses and assets on the land are within the project's land acquisition boundary. Through counting, the Compensation, Support and Resettlement Council of the North - South Expressway project in Can Loc district determined: of Mr. Luong's 664.8m2 of land requiring land acquisition, 390m2 is residential land, the remaining area is land for perennial crops and proceeded to apply compensation prices.

However, Mr. Luong's family has not agreed to the land transfer because they believe that: all of his current land area (including 846.8m2 ) is residential land, so all of the land area ( 664.8m2 ) within the GPMB area must be compensated according to residential land prices....

Mr. Luong's family shared their concerns with local officials.

Faced with concerns and difficulties of the above two households and households that have not yet agreed, the Compensation, Support and Resettlement Council of the North-South Expressway Project in Can Loc district coordinated with the commune's site clearance working group and local authorities to synthesize and review the recommendations and proposals of the people.

The Council and the working group have also gone directly to households many times to propagate, mobilize and explain, clarify the contents so that people understand and comply with the policy. Along with that, Can Loc district also organized dialogues with households in Kim Song Truong commune to clarify recommendations related to compensation work for site clearance of the North-South expressway project.

Since June, leaders of Can Loc district and the Compensation, Support and Resettlement Council of the North-South Expressway project have directly held dialogues to resolve concerns and problems of households in Kim Song Truong commune.

Accordingly, the questions have been answered. For example, in the case of Mr. Phan Van Ky, the Compensation, Support and Resettlement Council of the North-South Expressway Project in Can Loc district answered: the 200m2 land plot of the family, although located on the road, is a commune road, while the 220m2 land plot of the resettlement area is the land on the first side of District Road 34 (DH 34), so the land price will be higher. And according to current regulations, including regulations of the General Department of Taxation, land in resettlement areas does not have a policy of exemption or reduction of land use fees for meritorious people, so there is no basis for reducing the fee for Mr. Ky's family. Not to mention, the 200m2 land plot within the GPMB area of ​​Mr. Ky's family is granted land and at the time of granting, the exemption and reduction policy for meritorious people was applied.

The locality also proposed that in case Mr. Ky does not have enough money to balance, they can draw lots again to choose a land lot with a lower value than lot number 18, entrance 1 of the resettlement area. However, Mr. Ky's family currently does not agree to draw lots for another land lot.

Mr. Nguyen Luong's family has 664.8 square meters of land that needs to be acquired (including the house, land and assets on the land).

For Mr. Nguyen Luong's household, the Compensation, Support and Resettlement Council of the North-South Expressway Project in Can Loc district determined that: according to map 299 of the land inventory book established in 1981-1982, the residential land area of ​​Mr. Luong's family is 540m2 . During the land use process, according to the 2010 survey map, the land plot currently used by Mr. Luong's family is 846.8m2 . During the compensation price determination process, the competent authority based on map 299 only recognized 540m2 of residential land (this basis was implemented according to Decision No. 37/2020/QD-UBND dated December 1, 2020 of the People's Committee of Ha Tinh province on promulgating a number of contents of the Land Law and guiding documents under the authority of the People's Committee of the province for implementation in Ha Tinh), the remaining area is land for growing perennial crops. This has been clearly explained to Mr. Luong's family but the family has not yet agreed.

Discussing this issue, Mr. Tran Dinh Viet - Head of the Department of Natural Resources and Environment, Vice Chairman of the Compensation, Support and Resettlement Council of the North-South Expressway project in Can Loc district said: "In the process of implementing the land acquisition and resettlement of the North-South Expressway project, the district always tries to ensure the legal and legitimate rights of the people on the basis of legal regulations.

For 17 households in Kim Song Truong commune who have not received compensation, the district will continue to strengthen propaganda and mobilization; in the near future, it will coordinate with relevant departments and branches to conduct dialogues to resolve concerns and difficulties of the people, creating high consensus and unanimity among the people in implementing major policies, ensuring the progress of handing over the project construction site.
