Speaking with Giao thong Newspaper reporters, a representative of the Vietnam Railway Authority said: Technical safety and environmental protection inspections for railway vehicles are carried out on locomotives, carriages, specialized vehicles, urban railway carriages, and component assemblies.

For each inspection object, there are different types of inspection such as: Import, assembly, conversion, periodic with completely different contents, methods, and inspection procedures.

However, the Railway Law only stipulates the issuance of one type of "certificate of inspection of quality, technical safety and environmental protection of PTGTTĐS" for all subjects and types of these inspections.

This causes difficulties in practical implementation, especially for inspection of imported urban railway carriages.

From here, the Vietnam Railway Authority proposes to study, amend and supplement regulations on PGTTĐS to ensure locomotives and rolling stock (LTW) serve safe transportation, while implementing the roadmap to convert vehicles to zero greenhouse gas emissions.

Specifically, regarding technical safety of PGTTĐS, it is proposed to remove the regulation "still in use"; At the same time, amend and supplement the regulation that PGTTĐS during the exploitation and use process must be periodically inspected by the Vietnam Register, and a Certificate of periodic inspection of technical safety and environmental protection must be issued according to the regulations of the Minister of Transport .

This agency also proposed to study and supplement detailed regulations for each inspection subject and type of inspection, ensuring safety during the operation and exploitation process.

For the conversion of diesel-powered vehicles to electric-powered vehicles, research and supplement the roadmap for converting diesel traction to electric traction when constructing new ones or renovating and upgrading.

The Vietnam Railway Authority also proposed to study and amend and supplement regulations on the management of PGTTĐS in the following direction: The Ministry of Transport regulates the issuance, re-issuance, revocation and deletion of PGTTĐS registration certificates. Delegation of authority to the provincial People's Committee to perform the State management function of issuance, re-issuance, revocation and deletion of PGTTĐS registration certificates on urban railways and specialized railways.

"The amendment and supplementation of these regulations will create a legal framework for quality management and technical safety of railway vehicles; convert vehicles using clean fuels that do not emit greenhouse gases. Enhance the role and responsibility of localities in managing railway vehicles. At the same time, handle the difficulties of railway businesses in investing and exploiting railway vehicles using diesel engines," said the Vietnam Railway Authority.
