Van Ninh - Cam Lo Expressway: Clearing land clearance, main route open on April 30

By the afternoon of March 28th, the land acquisition issues for the three overpasses on the Van Ninh - Cam Lo expressway were largely resolved. Deputy Minister Nguyen Tuong Van requested that the relevant units focus on the critical path of these three interchanges, while also accelerating the installation of traffic safety features.

On the afternoon of March 28th, a delegation from the Ministry of Construction , led by Deputy Minister Nguyen Tuong Van, inspected the construction site of the North-South Expressway section from Van Ninh to Cam Lo and the investment project to expand the expressway sections from Cam Lo to La Son and La Son to Hoa Lien. The inspection aimed to review and resolve difficulties and obstacles in the project.

Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Highway Project Management Board, reported to Deputy Minister of Construction Nguyen Tuong Van and the working group at the site.

At the site, after inspecting and reviewing reports from various units, Deputy Minister Nguyen Tuong Van noted that the current "critical path" for the progress of the Van Ninh - Cam Lo expressway project is the three interchanges. These are crucial components of the project, but land acquisition for these three interchanges is currently a major obstacle.

According to the Deputy Minister, the delay in land handover is a significant obstacle for the project. However, according to local reports, the remaining land issues were largely resolved by March 28th. The Deputy Minister requested the Quang Tri Provincial People's Committee to continue paying attention to resolving this matter completely.

The Deputy Minister urged the investor and contractors to focus all their efforts on ensuring the project's progress now that the site is open.

The Deputy Minister instructed the Ho Chi Minh Highway Project Management Board to develop a daily progress "critical path" to monitor and urge contractors to complete their work. In addition to focusing on the progress of the three aforementioned interchanges, the remaining items along the entire route must also be completed faster.

The Van Ninh - Cam Lo section of the expressway project has had median barriers, anti-glare nets, guardrails, and fences installed.

"For sections where the asphalt pavement has been completed, urgently install and complete traffic safety items such as median strips, guardrails, fences, and signs. For parts that can be done simultaneously, try to focus on completing them completely. Strive to ensure the project's progress, but at the same time, prioritize quality assurance," the Deputy Minister emphasized.

Earlier, reporting to Deputy Minister Nguyen Tuong Van at the site, Mr. Nguyen Vu Quy, Director of the Ho Chi Minh Highway Project Management Board, stated that after more than two years of implementation, the Van Ninh - Cam Lo section of the expressway project has reached over 80% completion.

On the construction site, contractors are deploying 82 construction teams, including 29 teams for bridge construction, 18 teams for road construction, 15 teams for box culverts and underpasses, and 20 teams for traffic safety works. In total, there are approximately 500 pieces of machinery and equipment and nearly 1,500 engineers and workers involved in the construction.

The remaining main volume at the project is approximately 7.42km of ATB asphalt concrete; 9.15km of C19 asphalt concrete and over 17km of C16 asphalt concrete, currently being implemented with 7 asphalt concrete plants and 7 paving lines.

The remaining traffic safety items include 35.3/65.5km of corrugated iron fences; 18.1/43.9km of barbed wire fences; 22/65.5km of B40 mesh fences and 35.9/64.6km of median strips.

According to the Ho Chi Minh Highway Project Management Board, regarding land clearance, the local authorities have been very decisive, and there has been much progress recently; however, some obstacles remain. The main route has been 100% handed over, but in the 272m section of the main route located in Vinh Linh district (Quang Tri province), residents are obstructing construction, requiring local protection during construction.

The overpass on National Highway 9D has not yet had 40/120m of the reinforced retaining wall at abutment M1 handed over for construction; the Tam Hiep overpass has not yet had 1 abutment and 1 pier handed over; the overpass on National Highway 9A has not yet had 2 abutments and 1 pier handed over. The National Highway 9D intersection is still obstructed by 4 households and approximately 1.1/4.1km of the branch road; the National Highway 9A intersection is currently obstructed by 2 households; the underpass at Km 714+122 and the replacement road at Km 714+350 are still obstructed by 5 households.

In addition, there are still some telecommunications infrastructure locations that have not been relocated, including the service roads on both sides of the National Highway 9A overpass and the Tam Hiep overpass, which are still obstructed by fiber optic cables, water pipes, and medium-voltage power lines.

The North-South Expressway project, specifically the Van Ninh - Cam Lo section, commenced construction in January 2023 and is scheduled for completion in October 2025 according to the contract.

According to the leaders of the Ho Chi Minh Highway Project Management Board, the Board and the project implementation units are currently striving to open the main route and essentially complete it by April 30th. Regarding the three aforementioned overpasses, they are making every effort to work "three shifts, four teams" to complete them by June 30th, provided that the local authorities hand over the land definitively by March 2025.

We are committed to handing over the site by March.

The North-South Expressway project, specifically the Van Ninh - Cam Lo section, has a total length of over 65.5km, of which over 33km passes through Quang Binh province and over 32.5km passes through Quang Tri province.

Previously, based on the directives of Deputy Prime Minister Nguyen Chi Dung at the meeting on March 10th, the Ministry of Construction issued a document reporting on the results of the review of difficulties and proposed recommendations of Working Group No. 2 regarding 5 expressway projects.

Specifically, it is required that Quang Tri province must hand over the entire construction site to the contractor by the end of March 2025 at the latest, to avoid affecting the progress of the Van Ninh - Cam Lo component project.

According to Mr. Le Duc Tien, Vice Chairman of the Quang Tri Provincial People's Committee, the districts of Vinh Linh and Cam Lo are currently aggressively implementing the project and are determined to complete the handover of the remaining land by March.

According to reports from the leaders of Cam Lo and Vinh Linh districts, as of the afternoon of March 28th, regarding the construction area of ​​the three aforementioned expressway overpasses, at the overpass on National Highway 9D and the overpass on the northern bypass of National Highway 9 (Tam Hiep overpass), residents have received compensation to hand over the remaining abutments and pillars.

Regarding the National Highway 9 overpass, in addition to the construction site for 3/4 of the bridge piers, by the afternoon of March 28th, the site for the remaining pier and the western abutment had been cleared. As of the afternoon of March 28th, there were still 9 cases affecting the construction site of the National Highway 9 overpass, including 2 cases directly impacting the construction of the remaining eastern abutment. Cam Lo district is focusing on resolving these issues and aims to complete the handover of the construction site for the National Highway 9 overpass within March.

Simultaneously, implement solutions to hand over the remaining land for the overpass access roads and branch lines.

The contractor is installing guardrails at the project site.

Regarding the investment project to expand the Cam Lo - La Son and La Son - Hoa Lien sections of the expressway from 2 to 4 lanes, the Ho Chi Minh Highway Project Management Board stated that they are currently finalizing the relevant documents and procedures for early implementation.

Specifically, the project to expand the La Son - Hoa Lien section of the expressway is expected to commence in May 2025 and be completed in 2026.

The Cam Lo - La Son section of the expressway expansion project has not yet been allocated funding. The Ho Chi Minh Highway Project Management Board requests the Ministry of Construction to report to the competent authorities to promptly allocate funds for the project's implementation.
