Deputy Minister of Construction Nguyen Tuong Van urged contractors not to be complacent during this crucial period, focusing manpower to complete several sections of the North-South expressway through Ha Tinh and Quang Binh provinces by April 30th, as required by the Prime Minister.

Today (March 29), Deputy Minister of Construction Nguyen Tuong Van inspected the progress of the North-South Expressway Eastern section, phase 2 (2021-2025), passing through Quang Binh and Ha Tinh provinces.

On-site observations show that along the main section of the expressway through Quang Binh province, contractors have basically completed the final layer of asphalt paving, installed rigid median barriers and anti-glare screens, and in many sections, have constructed service roads for local residents and installed protective fences…
At package XL01 of the Bung - Van Ninh project, construction teams are busy completing the Nhat Le 2 interchange, reinforcing the embankment slopes with concrete frames; along with constructing service roads for local residents, protective fences, etc.
Reporting to the Deputy Minister and the delegation, Mr. Vo Van Hoang, Deputy General Director of Cienco4 Group Joint Stock Company, said that the unit is responsible for constructing more than 15km of the main route and two major interchanges: Viet Trung (Bo Trach district, Quang Binh province) and Nhat Le interchange (Dong Hoi city).
Up to this point, the main route has basically finished asphalt concrete, the volume at Viet Trung intersection has reached 85%, and the Nhat Le intersection is making the foundation and road surface.
"The current challenge is that the weather from January to March is very rainy, so the workload is not meeting expectations. In addition, some sections of the service roads for local residents have not yet had their land handed over, so construction cannot begin...", Mr. Hoang said.
The North-South expressway project through Quang Binh and Ha Tinh provinces is on track to open the main route by April 30th.
At the Cự Nẫm intersection, being constructed by Corporation 36, according to the contractor's representative, the unit has mobilized all resources to try to complete the intersection before April 30th.
Directing operations at the site, Deputy Minister Nguyen Tuong Van emphasized: According to the Prime Minister's request, the North-South expressway through Ha Tinh and Quang Binh provinces must be open to traffic by April 30th or earlier. However, there is still much work to be done on the construction site. The protective fence section of the Bung - Van Ninh expressway project has only reached over 34%.
Items such as signage and traffic safety systems still need to be completed. "With only one month left until the main route opens to traffic, contractors need to increase manpower and divide the work into multiple teams. At this crucial time, contractors must not be complacent and must do their best to bring the project into operation meeting quality, technical, and aesthetic requirements," the Deputy Minister of Construction requested.
Complete the legal procedures before putting the project into operation.
At the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang component projects, reporting to the working group, Mr. Dinh Cong Minh, Director of the Thang Long Project Management Board (the investor), also affirmed that both projects will open the main route as required by the Prime Minister on April 30th.
Bridge No. 1, being constructed by Company 479 Hoa Binh, is currently behind schedule.
Regarding the rest stop project at Km534, after completing the selection of the investor, Xuan Khiem Company, the Board requested the investor to build the gas station, parking lot, and service area in advance to serve the people when the expressway project is put into operation. "It is expected that next week, after the contract is signed, the investor will immediately start the leveling and site preparation work," Mr. Minh said.
To ensure the opening of the road on schedule as directed, Mr. Le Van Duong, Deputy Director of the State Inspection Department for Construction Quality, and a member of the State Acceptance Council, requested that the investor prepare all relevant documents for the acceptance process in parallel with the construction.
According to Ms. Le Thi Thu Ha, Deputy Director of the Department of Construction Infrastructure, there is very little time left until the road opens. To save time and costs, the Vietnam Road Administration should guide investors and contractors to complete the necessary documents and procedures so that the project can be handed over and put into operation immediately upon completion, without wasting time on "interim management".
Agreeing with and offering further suggestions to investors and contractors, Mr. Ngo Lam, Deputy Director of the Vietnam Road Administration, requested that project management boards promptly develop and submit traffic management plans, seeking input from relevant parties such as the Traffic Police Department and local Traffic Safety Boards, so that once the State Acceptance Council completes the acceptance process, vehicles can immediately begin circulating.
"The main items have been completed, now we just need to focus on perfecting the traffic safety system. The contractor needs to mobilize manpower to complete the remaining items as soon as possible, and proceed with clearing the culverts and embankments so that the State Acceptance Council can inspect it on April 25th before putting it into operation," Mr. Lam stated.
Rebuild the critical path, counting backwards in days
Regarding the progress of the project implementation with the working group at the Vung Ang - Bung section, Mr. Nguyen Huy Cuong, the project's executive director, stated that in package XL01, the main route has been basically paved with asphalt, and guardrails, signs, and protective fences have been installed, reaching 88% of the contract construction value.
The expressway project through Quang Binh province crosses many large rivers and high hills, with complex terrain.
Recognizing that one of the key items determining the project's progress is the 900m-long Bridge No. 1 crossing complex terrain, the Project Management Board requested Hoa Binh 479 Joint Stock Company to deploy additional large cranes to install the bridge girders; and to add more workers to construct other items such as the bridge deck, expansion joints, etc.
After two years of construction, the expressway project through Quang Binh has taken shape.
"For package XL02, undertaken by the joint venture of Phuong Thanh Transportation Construction and Investment JSC and Lizen JSC, the construction output has reached 87% of the contract value."
In this package, there is about 1km waiting for subsidence and unloading. It is expected that the unloading and earth filling will be completed in April 2025.
"Over the past period, the local authorities have made great efforts, working closely with the investor and contractor to resolve land-related issues so that the project can proceed. Currently, things are generally going smoothly; however, there is still one 500kV power line and nine households whose land is obstructed by protective fences and access roads. We request that the local authorities promptly develop a plan for their relocation," Mr. Cuong informed.
According to Deputy Minister Nguyen Tuong Van, the Vung Ang - Bung component project is one of the most difficult to construct on the route because it passes through high hills, deep ravines, and large rivers… "For the project to be completed, the investor and contractor need to rebuild the project's critical path. The local authorities also need to continue assisting the construction unit in relocating the 500kV power poles for construction," the Deputy Minister said.
