Overview of the 20th Session of the Thanh Hoa Provincial People's Council, 18th term, 2021-2026.

Drawing from the vibrant and diverse experiences of various sectors, fields, and localities, delegates assessed and clarified the achievements of the first six months of 2024; focusing on analyzing existing shortcomings, limitations, and their causes, especially subjective causes in the implementation process. Delegates also contributed many insightful and valuable opinions to find key solutions for effectively carrying out tasks in the remaining six months of 2024.

Delegate Nguyen Manh Hiep, Acting Director of the Thanh Hoa Provincial Statistics Department: Continue implementing solutions to attract labor from outside the province, especially Thanh Hoa residents working far from home.

In the first six months of 2024, Thanh Hoa province's economy overcame many difficulties and challenges, continuing its comprehensive recovery and development, with most of the province's development indicators showing significant increases compared to the same period in 2023. This achievement is due to the close and decisive leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee.

Nguyen Manh Hiep, Acting Director of the Thanh Hoa Provincial Statistics Department, delivered a speech.

During the process of collecting, compiling, calculating, and editing socio-economic data, the Statistics Department has identified several issues that businesses and relevant agencies need to address: Currently, there are over 450 businesses operating in the garment and footwear manufacturing industries in the province; creating jobs for over 220,000 workers and making significant contributions to the province's budget revenue and growth. However, there are signs of labor shortages in some businesses, especially those that have recently completed investment and commenced production. Therefore, businesses and localities need to continue implementing solutions to attract labor from outside the province, especially Thanh Hoa residents working away from home; on the other hand, businesses need to innovate production processes and technologies to effectively utilize labor and create conditions for increasing workers' income.

Also during the first six months of 2024, cement and steel manufacturing businesses operated at only 75% of their designed capacity due to the downturn in the real estate market. Therefore, the province and businesses need to effectively implement solutions to stimulate cement consumption in accordance with the Prime Minister 's directives at the online conference on removing difficulties and promoting the production and consumption of cement, steel, and construction materials.

Furthermore, from July 1, 2023 to June 30, 2024, 63 direct investment projects in the province completed their investment and commenced production and business operations, with fixed assets valued at over VND 27,000 billion. This generated added value accounting for 3.3% of the total added value in the first six months of 2024 for the entire province; contributing 3.0 percentage points (%) to the province's overall growth of 11.5%. This represents a significant effort by all levels of government, relevant agencies, and project owners during this challenging period. However, it still falls short of the expectations and development requirements of a large-scale economy like Thanh Hoa province. Therefore, in the coming period, it is necessary to continue accelerating the compensation and land clearance process to start construction of large projects that have completed investment procedures, and to invest in the construction of economic and technical infrastructure, especially transportation infrastructure, industrial parks, and energy... in order to attract more direct investment projects in industries with modern production technologies that use labor efficiently, have high added value, and are environmentally friendly.

Currently, many major policies on socio-economic development in ethnic minority and mountainous regions have been issued, demonstrating the concern of the Party and the State. In addition to the three national target programs currently being implemented, there are also many specific investment and support policies, such as: target programs on health, culture, and social affairs; policies supporting housing, land for residence and production, clean water, preferential loans for production development, vocational training, and job creation...

Thanks to this, the socio-economic situation in ethnic minority and mountainous areas has seen many positive changes: Economic growth has gradually developed and increased annually; consequently, per capita income has also increased; the poverty rate has decreased (the average poverty rate in districts has decreased by 5% or more). The New Rural Development program has also received attention, and the face of rural areas is gradually changing, becoming brighter, greener, cleaner, and more beautiful, with many rural areas becoming more livable. Significant achievements have been made in socio-cultural fields; education is progressing, cultural life at the grassroots level has improved significantly, cultural institutions have been strengthened, infrastructure and some cultural heritage sites of ethnic minority communities have been honored, and cultural activities have been preserved, promoted, and maintained. Security, order, and social safety have been continuously strengthened, and border districts are always ready to firmly protect national border sovereignty. National unity has been strengthened, and the trust of ethnic minorities in the Party and the State has been continuously consolidated...

Despite the positive achievements, mountainous ethnic minority regions still face many difficulties: The region's economic structure remains primarily agricultural and forestry-based; infrastructure, although invested in, is not yet synchronized and does not meet the needs of socio-economic development; the implementation of programs, projects, and policies still has many shortcomings; per capita income remains very low; the percentage of poor and near-poor households is still high (Quan Son district has over 69% poor and near-poor households); and poverty reduction efforts lack sustainability. National defense and security still face potential threats, especially drug-related crimes in border areas. The quality of human resources is still low, therefore, the placement of cadres is difficult, especially female and young cadres.

Based on this reality, we propose that the Central Party Committee, the National Assembly, the Government, all levels and sectors, and the entire political system from the central to local levels continue to pay special attention to and strengthen leadership and guidance in implementing ethnic affairs and ethnic policies more effectively, considering this as the responsibility of the entire Party and the entire people, and as a strategic factor for national development. We hope to continue implementing specific policies for ethnic minority areas, tailored to each stage, to stimulate demand and support people in achieving a more prosperous life, gradually narrowing the gap between lowland and mountainous regions. In particular, we hope for greater investment in healthcare and education development, and appropriate policies to build a team of ethnic minority cadres capable of meeting the demands of the period of reform, integration, and development.

Delegate Le Minh Nghia, Provincial Party Committee member, Director of the Department of Planning and Investment: The results are quite comprehensive with many of the best and most successful achievements in recent years.

In the first six months of 2024, the province's socio-economic development indicators all maintained high positions. There are two main factors contributing to the province's economic growth in the first six months of 2024.

Firstly, businesses and production and trading establishments have proactively overcome difficulties and challenges, sought out markets, and increased production and consumption compared to the same period last year.

Secondly, it requires the cooperation of all levels, sectors, and localities in resolving difficulties and obstacles; and in leading, directing, and managing the implementation of assigned tasks.

Alongside this, the decentralization and delegation of authority continued to be promoted and effectively implemented. Provincial leaders strengthened their direction of inspection and supervision, promptly resolving difficulties and obstacles in various fields...

The last six months of 2024 will present a mix of opportunities and challenges. Among these are difficulties and challenges that require focused leadership and guidance to overcome, such as those related to the real estate market; remaining inadequacies in land allocation for investment; difficulties in land exploitation in some localities; and slow progress in the implementation of some large projects.

Director of Planning and Investment Le Minh Nghia proposed several solutions that need to be focused on to achieve and surpass the set targets and plans, such as: Continuing to promote sectors with remaining growth potential, including maintaining electricity production projects, garment and footwear projects, etc. In the service sector, focus on effectively exploiting new services, especially those in Sam Son and Hai Tien tourist areas (Hoang Hoa). Along with that, focus on accelerating the progress of direct investment projects and the disbursement of public investment capital. Focus on removing difficulties in implementing large-scale and key projects in the province. Continue to focus on accelerating the completion of state budget revenue collection, paying attention to and promoting solutions to exceed import and export tax revenue.

Delegate Cao Van Cuong, Provincial Party Committee member, Director of the Department of Agriculture and Rural Development: Policies are needed to support fishermen who encounter accidents while fishing in offshore waters.

Delegate Cao Van Cuong, Provincial Party Committee member and Director of the Department of Agriculture and Rural Development, delivered a speech.

In reality, many large fishing vessels, 15 meters or longer, encounter accidents or natural disasters while fishing in offshore waters, resulting in loss of life and property sinking to the bottom of the sea. This not only leaves families with immense grief but also burdens them with huge bank debts that are difficult to repay.

Based on the above situation, the delegates suggested that the province report to the National Assembly, the Government, and relevant central ministries and agencies to develop policies to support these cases. This is a crucial solution to ensure that fishermen can confidently venture out to sea, especially in distant waters, contributing to safeguarding the sovereignty of the homeland's maritime territories and islands.

At the meeting, delegate Cao Van Cuong also provided information on the results of task implementation and the performance of the province's agricultural sector in the first six months of the year. Accordingly, agricultural, forestry, and fisheries production achieved positive results; total food production is estimated at 893,000 tons, an increase of 0.4% compared to the same period; rice yield reached its highest level ever. Livestock farming continued to develop; the production of major livestock products all increased compared to the same period; no dangerous diseases occurred in the province while neighboring provinces and 41 provinces and cities nationwide experienced outbreaks of various diseases...

The entire province planted 6,100 hectares of concentrated forest, reaching 61% of the plan, an increase of 4.8% compared to the same period last year. Total production from fishing and aquaculture reached 50.2% of the plan, an increase of 2.4%. In the first six months of the year, there were 4 new rural communes, 13 advanced new rural communes, and 9 model new rural communes; and 34 OCOP products.

To ensure the successful completion of tasks in the last six months of the year, the Director of the Department of Agriculture and Rural Development, Cao Van Cuong, analyzed existing shortcomings, difficulties, and challenges. He also proposed several solutions for the districts and the people to work together to implement.

Thanh Hoa province is carrying out its tasks in 2024 amidst a mix of opportunities, advantages, difficulties, and challenges. However, under the leadership and guidance of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, along with the concerted efforts of all levels, sectors, the business community, and the people, the province's socio-economic situation in the first six months of 2024 achieved many positive and comprehensive results across all fields. In particular, the progress in collecting state budget revenue in the province was high compared to the projected target and increased compared to the same period last year. This serves as a driving force and momentum for Thanh Hoa's socio-economic development in the coming period.

In the first six months of the year, total state budget revenue in the province was estimated at 27,348 billion VND, equivalent to 76.9% of the projected target, an increase of 29.6% compared to the same period in 2023. This result has placed Thanh Hoa among the provinces and cities with high state budget revenue nationwide and at the top of the North Central region.

With the goal of striving to increase state budget revenue by 10% in 2024 compared to 2023, as set out in the 5-year financial plan for the period 2021-2025 approved by the Provincial People's Council, the state budget revenue target to be achieved in the last six months of the year is 20,275 billion VND.

According to delegate Ngo Dinh Hung, Director of the Thanh Hoa Tax Department, in order to fulfill the task of collecting state budget revenue according to the set targets, relevant levels and sectors need to closely monitor the progress of budget revenue collection. At the same time, they need to specifically evaluate and analyze each revenue collection area, each tax category, especially land use fees, in order to have timely plans for directing and managing budget revenue collection; regularly review and accurately identify potential revenue sources and areas and tax categories with remaining room for growth to promptly propose effective and appropriate revenue management solutions and prevent state budget revenue losses.

In conjunction with this, all levels and sectors will strengthen management and urge the recovery of outstanding tax debts; regularly inspect and monitor tax declarations of resource and mineral exploitation enterprises, organizations and individuals engaged in business activities, real estate transfers, and basic construction projects in the province, ensuring accurate, complete, and timely collection, and fulfilling the 2024 state budget revenue target. In particular, the province will continue to promote investment attraction and effectively implement industrial projects to be put into operation, large-scale and key projects expected to commence in 2024, and transportation infrastructure projects with inter-regional connectivity. Besides diversifying information and communication efforts regarding tax policies to create consensus in society, the business community, and business households on the implementation of state budget revenue collection tasks, all levels and sectors will continue to focus on effectively implementing solutions to facilitate the development of trade, import and export, and goods and businesses with high tax risks, in order to ensure accurate, sufficient, and timely collection to achieve the highest possible state budget revenue target for 2024.
