Caring for and promoting the role of the elderly in the new situation

Attending the conferences and seminars were Dr. Phan Van Hung - Vice President of the Central Committee of the Vietnam Association of the Elderly; Cao Dang Vinh - President of the Association of the Elderly of Nghe An province; representatives of the Association of the Elderly of Ha Tinh and Quang Tri provinces and representatives of relevant agencies, units, departments and offices.

At the conference, many important contents related to: Strengthening, guiding the development and management of the Care Fund - promoting the role of the elderly at the grassroots level; Policies on the elderly in the context of population aging; Social work with the elderly; Health care for the elderly were specifically and in detail deployed by representatives of the Central Association of the Elderly.

Accordingly, the Fund for care and promotion of the role of the elderly at the grassroots level is a social and charitable fund established at the commune and ward levels, directly managed by the People's Committee of the commune or ward, or assigned to the Association of the Elderly for management. This is a meaningful fund source to take care of the health, spiritual life and promote the role of the elderly in the locality.

This fund is contributed voluntarily and sponsored by domestic and foreign organizations and individuals; from legal revenues and from State budget support.

Over the past time, this fund has received attention from the Party Committee, the government, the coordination and facilitation of the Vietnam Fatherland Front, member organizations and the support of all classes of people. Thanks to that, the Fund has been used for the right purpose, meeting the wishes of members and the Association of the Elderly at the grassroots level.

However, in reality, in some areas, sometimes the Fund has not received due attention in accordance with the law. Therefore, the conference discussed and agreed on a number of important solutions to develop and manage the Fund effectively in the coming time.

It is estimated that nationwide there are 699,596 Funds that have established regulations on management and use of fund finances (reaching 74%) of the total number of funds established.

In Nghe An, the province currently has 130 grassroots organizations of the Elderly Association at the commune and ward levels; 3,802 associations with nearly 429,000 members (accounting for about 12% of the province's population).

In 2024, Nghe An province will have 453/460 communes, wards and towns that have established a Fund to care for and promote the role of the elderly, with nearly 55 billion VND mobilized and contributed. This is an important financial source to help associations at all levels organize meaningful activities for the elderly in supporting health care; medical examination and treatment; cultural, physical education and sports activities; and support for the elderly when facing risks, natural disasters and epidemics.

Regarding policies on the elderly in the context of population aging, the Conference focused on discussing solutions to improve the quality of health care, improve living conditions and promote the active role of the elderly in the community.

Delegates emphasized the need to improve mechanisms and policies related to healthcare, welfare and social security to meet the increasingly diverse needs of this group of people.

Regarding social work with the elderly, the Conference mentioned promoting counseling activities, psychological support, guidance on health care skills, as well as encouraging the elderly to participate in movements and clubs, contributing to promoting their intelligence and life experience in the community.

At the same time, delegates also discussed the model of the Fund for care and promotion of the role of the elderly at the grassroots level, to ensure long-term and effective resources in activities of care, support and development of the elderly.
