
Low capital disbursement
The North-South Expressway Construction Investment Project, West section Gia Nghia - Chon Thanh, Lam Dong province (formerly Dak Nong province) has 3 component projects. This expressway is about 23.1 km long. The total land clearance area is about 227.5 hectares located in Kien Duc and Quang Tin communes. According to the general assessment of the Provincial People's Committee, this project is currently behind schedule, with low capital disbursement. Specifically, the implementation by the end of September was about 332.9 billion VND/2,200 billion VND, reaching 15% of the plan.
According to the Management Board of Construction Investment Project No. 3 (Board 3), the Board was assigned to be the investor of 2/3 component projects of Gia Nghia - Chon Thanh Expressway (component project 2 on investment in construction of overpass access road and component project 4 on compensation and resettlement of the section passing through the province). In which, the main problem is currently in component project 4. Currently, Board 3 has completed 100% of the site clearance stake placement on the site. The mapping of land parcels for site clearance is currently being integrated with a map to more specifically determine the land area of the affected households.
However, through initial assessment, the digital map records from 2017 to present are quite different from reality, so it takes a lot of time to measure and delineate each plot of land to re-establish the map and land recovery procedures to make the next plan.
Increase coordination to overcome difficulties
Overlapping the scope of bauxite exploration and exploitation planning is also considered an obstacle for the expressway project. Specifically, overlapping with Nhan Co mine which has been licensed to exploit about 4.5 km, an area of about 48 hectares on 6 mining sites (areas) from the 9th to the 15th year...
Regarding this content, according to the representative of Dak Nong Aluminum Company - TKV, the company is actively coordinating with relevant parties to resolve this problem. The company is currently facing some difficulties due to the large amount of work on determining land prices and land origins, but Kien Duc commune is slow to cooperate. Personnel serving the compensation and site clearance work of the local land fund development investment branch are still lacking. However, the company's roadmap is that in the fourth quarter, 10 hectares of the highway will be reclaimed, and in October, 5 hectares will be reclaimed to speed up the highway's progress.
Regarding the content of the lack of earth filling materials, according to Mr. Nguyen Van Nhuong - Director of Techtra Infrastructure Investment and Development Joint Stock Company - investor of Gia Nghia - Chon Thanh Expressway project, at the end of September, the enterprise quickly completed the documents and procedures and was given a special mechanism (designation) by the Government in using the current earth filling, sand and stone mines, so there is no need to worry about shortage.
Speaking at the meeting to resolve difficulties for projects in the western region of the province, Mr. Le Trong Yen - Vice Chairman of the Provincial People's Committee said that the mapping and surveying work for site clearance by Board 3 was too slow. He suggested quickly taking advantage of the land database of the old Dak R'lap district to speed up the progress. At the same time, the Board must immediately have construction design drawings according to the progress associated with site clearance, for example, the first 6 km should be prioritized first, then the next phase, increasing flexibility in both marking and integrating maps to create an easy transition of work.
Stakeholders should enhance coordination to produce final results, speed up progress, disburse project capital, mobilize people well, and implement regulations on compensation, site clearance, and resettlement to gain people's consensus.
