The Minister of Construction, authorized by the Prime Minister, has just submitted to the National Assembly the draft amended Construction Law. The draft law focuses on innovating methods, improving the efficiency of construction investment management, and cutting down administrative procedures and business investment.

Accordingly, the Government proposed to issue construction permits online, reducing the expected issuance time to a maximum of 7 days. Currently, the time to issue this permit for individual houses is 15 days, for non-individual houses it is 20 days and for level I and level II works it is no more than 30 days from the date of receiving all valid documents.

According to the draft law, projects whose feasibility study reports have been appraised by construction authorities may be exempted from construction permits. The government also proposes a principle that from preparation to commencement, each project and construction will be inspected only once (1 administrative procedure).
