The conference was held directly at the Government headquarters and online with 17 provinces and cities with great demand for social housing.
Also attending were Deputy Prime Minister Tran Hong Ha; Ministers, leaders of ministries, branches, central agencies; leaders of 17 provinces and cities with high demand for social housing and associations, large enterprises with much experience in the real estate sector.
Opening the conference, Prime Minister Pham Minh Chinh said: The Party and State determined that in the process of national development, we will not sacrifice progress, social justice, and social security to pursue economic growth alone. In recent times, the whole country has implemented social security policies very well, leaving no one behind, including the completion of the elimination of temporary and dilapidated houses nationwide; Vietnam's happiness index increased by 39 places.
The Prime Minister requested that at this conference, relevant entities continue to promote the achievements, with the spirit of "national love and compatriotism" in developing social housing, for the country and people, according to the Resolution of the 13th National Party Congress.
Emphasizing that the Party and State have no other higher goal than bringing independence and freedom to the nation, maintaining independence, sovereignty, territorial integrity, and happiness and prosperity for the people, the Prime Minister asked delegates to promote the spirit of "thinking honestly, speaking honestly, doing honestly, achieving real results, and allowing people to enjoy real results".

The Government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and industrial park workers in the 2021-2030 period and local housing development programs and plans; in which, striving to complete over 100,000 social housing units by the end of 2025.
Up to now, the whole country has 696 social housing projects that have been and are being implemented, with about 640,000 apartments. The Prime Minister acknowledged that the above results are very encouraging, but compared to the demand, there is still a gap, so more efforts and attempts are needed.
Therefore, the Prime Minister suggested that at this conference, delegates should discuss thoroughly to propose tasks and solutions to accelerate the progress of rapid and sustainable social housing development; to meet the needs of those in need of social housing; from there, the Government will issue a new resolution to continue to specify the Housing Law and the National Assembly's Resolution on social housing.
Emphasizing that the resolution must provide the most open and favorable mechanisms and policies for all relevant entities, and the fastest but sustainable implementation with new thinking and approaches, the Prime Minister noted that the selection of enterprises to be assigned the task of developing social housing in the spirit of Resolution 68-NQ/TW of the Politburo on private economic development must be based on standards, processes, publicity and transparency, on this basis, decentralization to localities for implementation, both promoting the competitive advantages of enterprises and promoting the social responsibility, national sentiment and compatriotism of enterprises; enterprises must put themselves in the conditions and circumstances of people in need of social housing to develop social housing.

Localities must have plans for social housing development, in line with other housing segments, ensuring that all housing segments are equal in terms of infrastructure for transportation, telecommunications, electricity, water, culture, healthcare, education, etc. Land areas with beautiful locations, convenient for production and business; at the same time, invest in infrastructure to develop urban areas and housing in underdeveloped areas.
In particular, the Prime Minister noted that policies and implementation of social housing policies must be most favorable for social housing buyers, ensuring publicity, transparency, promoting digitalization, and not allowing social housing buyers to "jostle and scramble" to buy social housing, which can easily lead to negativity and policy distortion.
At the same time, the Prime Minister requested to diversify credit sources for real estate in general and social housing in particular, and to establish a social housing fund instead of relying solely on bank credit sources.
