Commenting on the draft Resolution of the National Assembly on a number of special and outstanding mechanisms and policies to make breakthroughs in education and training development, a member of Group 9 (including the National Assembly delegations of Hung Yen and Hai Phong provinces) said that in order to create special and outstanding mechanisms and policies, it is necessary to include priority levels in terms of resources, expenditure rates or different investment mechanisms.

Ensure effective management of recruitment

National Assembly deputies agreed that the issuance of a National Assembly Resolution on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development is an urgent requirement to clear bottlenecks and create a new legal corridor strong enough to revive and develop breakthroughs in Vietnam's education in the coming period.

Concerning the management of human resource development in the education sector in Article 3 of the draft Resolution, National Assembly Delegate Nguyen Dai Thang ( Hung Yen ) stated that when assigning the Director of the Department of Education and Training to exercise the authority to recruit, receive, and transfer staff in preschool and general education institutions, it is necessary to clearly stipulate in the draft Resolution that the Government provides detailed regulations on unified management work.

If only the Department of Education and Training recruits civil servants for both preschool and secondary school levels, according to delegate Nguyen Dai Thang, it is "too much".

“In fact, we need a mechanism for the Department of Education and Training to take the lead role, coordinating with agencies, departments, and branches, especially the Department of Home Affairs, to ensure effective management of recruitment work,” the delegate suggested.

Article 2 of the draft Resolution stipulates that vocational training institutions and higher education institutions are allowed to recruit and sign labor contracts according to agreements with experts and scientists with doctoral degrees who are foreigners and Vietnamese people residing abroad according to the internal regulations of the unit.

National Assembly Deputy Nguyen Thi Mai Thoa (Hai Phong) wondered, when assigning educational and training institutions to be allowed to sign recruitment contracts, what is the source of funding to pay salaries? Is it the state budget allocated according to the State's regime and policies or the source of funding from non-budgetary income, from tuition policies, socialization policies, and funding sources of educational institutions? Therefore, the delegate requested the drafting agency to clarify this content.

Regarding digital transformation and international cooperation in the field of education and training, Clause 2, Article 4 of the draft Resolution stipulates that vocational training institutions, higher education institutions and scientific and technological organizations are allowed to proactively organize international scientific conferences and seminars without having to comply with regulations on procedures for requesting permission to organize international conferences and seminars according to current regulations. Agreeing with this policy, however, to ensure security regulations for international experts, delegate Nguyen Thi Mai Thoa requested that competent authorities provide additional comments on this content.

At the same time, delegates wondered whether it was necessary to stipulate it in the National Assembly's resolution or not? Because the content of organizing international seminars and conferences, including the procedures, content and subjects are currently stipulated in Decision No. 06/2020 of the Prime Minister.

Clarifying the content of deciding on a set of textbooks

Clause 1, Article 3 of the draft Resolution stipulates that the Minister of Education and Training decides on a set of general education textbooks to be used uniformly nationwide from the 2026-2027 school year.

National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong) said that the connotation of the word “decision” is not clear. Currently, we have a number of textbooks being used in schools and all of these textbooks have been compiled and approved by the Textbook Appraisal Council for use.

So now the Minister of Education and Training decides on a set of textbooks, does that mean the Minister chooses a set of textbooks from among the textbooks currently in use or directs the compilation of a new set of textbooks?

After this Resolution is passed, there is only a short time left until the 2026-2027 school year. If we choose a set of existing textbooks for unified use nationwide, what mechanism will be used when all sets of textbooks have been carefully evaluated and meet the standards for teaching in schools?

Therefore, delegate Nguyen Thi Viet Nga suggested that this content should be specified more clearly in the draft Resolution.

Besides, according to delegate Nguyen Thi Viet Nga, the draft Resolution stipulates a number of special and outstanding mechanisms and policies for educational development, which must be mechanisms and policies that have not been implemented and clearly demonstrate superiority and breakthroughs.

However, delegates noted that the draft Resolution has introduced a number of new policies, but there are also policies that have been and are being implemented. For example, Clause 1, Article 4 mentions national databases, digital infrastructure, and encouraging businesses to invest in developing educational products and services in the form of public-private partnerships... Therefore, in essence, Clause 1, Article 4 mainly reiterates and systematizes existing policies and tasks without creating new, unique, and outstanding mechanisms.

“If we repeat the existing system of tasks but at the same time want to create outstanding and unique mechanisms and policies, it is necessary to include priority levels in terms of resources, spending rates or different investment mechanisms. These are not clearly stated in the draft Resolution,” delegate Nguyen Thi Viet Nga expressed her opinion.
