The bottleneck at the intersection of Hai Thuong Lan Ong and Tue Tinh streets in Ha Huy Tap ward is considered one of the most congested traffic points in Vinh City. Here, the road is narrowed, causing traffic jams during rush hour, and collisions are frequent. Locals often refer to this as the "bamboo grove" bottleneck, a problem that has existed for decades and caused much frustration among residents.

It is known that this bamboo grove is located on land belonging to Mr. Nguyen Dinh Ha, Yen Son block, Ha Huy Tap ward. Over the years, due to a failure to reach an agreement on compensation and land clearance with this household, this large bamboo grove has yet to be cleared.
According to the Ha Huy Tap ward authorities, Mr. Ha's family owns over 260 square meters of land, with 131.9 square meters (including bamboo groves and the house) falling within the area designated for demolition to upgrade Hai Thuong Lan Ong road.

After numerous attempts at persuasion and negotiation, this household has finally agreed to the government's compensation plan and completed the procedures to receive the money on March 13th.
Therefore, by March 14th, the authorities in Vinh City had deployed vehicles and personnel to cut down the bamboo thicket, clearing the way for the road upgrade to ensure the project's progress. Regarding Mr. Nguyen Dinh Ha's house, since he runs a grocery store, the city facilitated the household in completing the removal and relocation of their goods before proceeding with the demolition.

Currently, Vinh City is focusing on land clearance to construct section 2 of Hai Thuong Lan Ong Street, starting at the intersection with Truong Van Linh/Tue Tinh Street and ending at the intersection with Bui Huy Bich Street. This section will pass through Ha Huy Tap Ward and Nghi Phu Commune.
In Nghi Phu commune, land clearance has been carried out quickly. Ten households in the area have agreed to the compensation plan and handed over the land. In Ha Huy Tap ward, the local authorities are making efforts to persuade the remaining households to agree to the compensation plan soon so that the road upgrade can be completed on schedule.
