The Department of Industry and Trade and the People's Committee of Son Tinh district, Quang Ngai province, have confirmed that before Tet, small traders will move to the market built in Tinh Giang commune, funded by the chairman of Hoa Lam Group.

On the morning of January 6th, Mr. Vo Quoc Hung, Deputy Director of the Department of Industry and Trade of Quang Ngai province, stated: "The Department recently held a meeting with the People's Committee of Son Tinh district regarding the market funded by the Chairman of Hoa Lam Group (approximately 12 billion VND). Legal procedures will continue to be finalized, but the trading activities of the local people must be completed before the Lunar New Year."
According to Mr. Hung, the obstacles to putting Dong Ke Market into operation are not too significant. The local authorities are hesitant because the market was built with donated funds and the procedures for determining the price have not been completed, so the local authorities are still struggling to organize the auction for its operation.
"This afternoon, the Department of Industry and Trade will submit a report to the Quang Ngai Provincial People's Committee and send it to the district for guidance on implementation and operation of Dong Ke Market," Mr. Hung said.
Regarding market classification, Mr. Hung stated that according to the provincial planning and the criteria in Government Decree 60 on market classification, Dong Ke Market is a type 3 market managed by the Son Tinh District People's Committee, which assigns the unit to operate and exploit it.
For the time being, the local authorities are developing a plan to allow people to engage in trade there.
Regarding the determination of investment value and the establishment of public ownership of Dong Ke Market, the Department of Industry and Trade will continue to guide the district in this process; the market cannot operate until all procedures are completed.
"This market was sponsored by the chairman of Hoa Lam Group. Therefore, the auction is only to raise funds for the market's maintenance and upkeep, not to recover the investment costs," Mr. Hung said.

Mr. Truong Cong Hoa, Vice Chairman of the Son Tinh District People's Committee, stated that the Department of Industry and Trade has agreed. The District People's Committee has directed the Tinh Giang Commune People's Committee to develop a plan and submit it to the District People's Committee by January 6th for approval, and to organize an auction to allow local people to engage in trading.
"Ms. Lam has a kind heart and is willing to sponsor the construction of a market for the people of her hometown. However, many financial principles, such as determining the total value of the assets, must be implemented by the government to establish public ownership of Dong Ke Market."
"For now, based on the acceptance report and the market donation agreement, the commune will allow the people to start trading before Tet. Other procedures will be finalized with Ms. Lam later," Mr. Hoa said.

Previously, Tuoi Tre newspaper published an article reflecting on the fact that Dong Ke Market (Tinh Giang commune, Son Tinh district), which was funded by Ms. Tran Thi Lam, chairwoman of the board of directors of Hoa Lam Group, was completed in July 2024, but has not yet become operational.
The new market was built on the site of the old one, so from March 2023, when construction began, traders had to relocate to an area near the An Kim village stadium and set up temporary stalls to conduct their business.
While the new market is modern and fully equipped with "locking doors," the small traders are doing business in a damp area with serious environmental pollution. They hope the Dong Ke market will be put into use soon.
