Allowing construction of new Phong Chau bridge under emergency construction regulations

Accordingly, Deputy Prime Minister Tran Hong Ha agreed to invest in the construction of the new Phong Chau bridge in accordance with the regulations on emergency construction projects in Article 130 of the Construction Law.

The Ministry of Transport is tasked with coordinating with the Ministries of Construction, Justice, Planning and Investment, Finance, and the People's Committee of Phu Tho province to advise the Prime Minister on a plan to delegate authority as proposed by the People's Committee of Phu Tho province, or to assign the People's Committee of Phu Tho province as the managing agency for investment in emergency cases as stipulated by law.

The Deputy Prime Minister emphasized the need to ensure the project is completed no later than 2025.

The Deputy Prime Minister requested that the above task be reported to the Prime Minister before October 5th.

The Ministry of Planning and Investment is tasked with leading and coordinating with the Ministry of Finance and the Ministry of Transport to urgently propose funding from the central budget for the construction of the new Phong Chau bridge, and report to the Prime Minister before October 5th.

Previously, on September 9th, rising water levels on the Red River caused the collapse of the Phong Chau bridge on National Highway 32C, connecting Tam Nong and Lam Thao districts in Phu Tho province. This resulted in significant loss of life and property for the people and disrupted traffic on National Highway 32C.

The Prime Minister has issued directives to address the consequences of the bridge collapse, ensure safe traffic during the rainy season, especially in the Northwest provinces, and to urgently study the investment and construction of a new Phong Chau bridge on National Highway 32C connecting Tam Nong and Lam Thao districts in Phu Tho province.

On September 20th, the People's Committee of Phu Tho province reported to the Prime Minister the results of the survey, calculations, and projected investment scale for the new Phong Chau bridge.

Accordingly, the planned location for the new Phong Chau bridge is at the site of the old Phong Chau bridge (Km18+300 on National Highway 32C). Regarding the design, the total length of the route is approximately 1,000 m, including a bridge of about 393 m and access and connecting roads of about 600 m.

The bridge structure is made of reinforced concrete and prestressed reinforced concrete, constructed using the balanced cantilever method.

The bridge has a total width of 21.5 m, including: 4 lanes for motorized vehicles, 2 lanes for non-motorized vehicles, a median strip, safety barriers, and bridge railings; the span arrangement is (90+135+90)+(33+33) m. The access and connecting roads are upgraded and widened to the standards of a Class III road in a flat area (design speed 80 km/h).

The total estimated investment is approximately 865 billion VND.

On September 23, the People's Committee of Phu Tho province continued to submit a report requesting the Prime Minister to authorize the People's Committee of Phu Tho province to decide on the urgent investment and construction of the project in accordance with point b, clause 1 and clause 3, Article 130 of the Construction Law (amended and supplemented by clause 48, Article 1 of the Law amending and supplementing a number of articles of the Construction Law).
