President Luong Cuong receives Prosecutor General of the Russian Federation

Warmly welcoming Prosecutor General Gutsan and the high-ranking delegation of the Prosecutor's Office to visit and work in Vietnam, the President affirmed that the participation of the Russian delegation is an important contribution to the overall success of the Opening Ceremony as well as Russia's support for multilateral activities hosted by Vietnam, and highly appreciated Russia's role as the country that initially proposed the Convention initiative.

Prosecutor General of the Russian Federation AV Gutsan expressed his pleasure to visit Vietnam and attend this extremely important multilateral event not only for Vietnam but also for the Russian Federation.

Prosecutor General Gutsan conveyed President VV Putin's regards to President Luong Cuong; emphasizing that the United Nations' choice of Hanoi as the venue for the signing ceremony of the Convention demonstrates its appreciation of Vietnam's constructive role and responsibility in global issues, especially promoting international cooperation in preventing and combating high-tech crimes.

President Luong Cuong affirmed that Vietnam always supports all efforts of the international community towards a world of peace , stability and development. In implementing its independent and autonomous foreign policy, Vietnam considers Russia one of the top priorities in its foreign policy and wishes to consolidate and deepen the framework of the Comprehensive Strategic Partnership with Russia.

The President emphasized that the traditional friendship with a 75-year history, having gone through many ups and downs, and nurtured by many generations of senior leaders and people of the two countries, continues to reap many positive and substantive results in many fields.

The State visits to Vietnam by President Putin (June 2024) and the official visit to Russia by General Secretary To Lam (May 2025) have created a strong impetus for bilateral cooperation, especially in the fields of economics - trade, science - technology, education - training, tourism, health, etc. Cooperation in the field of security is promoted both bilaterally and multilaterally, especially in the field of preventing and combating cybercrime, responding to non-traditional security challenges.

President Luong Cuong highly appreciated and welcomed the increasingly effective cooperation results between the Supreme People's Procuracy of Vietnam and the Prosecutor General of the Russian Federation in recent times. The Prosecutor General of the Russian Federation said that he will continue to promote the exchange of working delegations between the two agencies, enhance the exchange of experiences, and train officials in the coming time.

The two sides expressed their belief that the visit and working session of the Prosecutor General of the Russian Federation this time, together with the signing of the United Nations Convention on Cybercrime in Hanoi, will create new momentum to promote cooperation between Vietnam and Russia in the fields of law, justice, security, science and information technology, contributing to strengthening the Vietnam-Russia Comprehensive Strategic Partnership in the context of the current international situation.
