President Luong Cuong receives the Prosecutor General of the Russian Federation.

On the morning of October 25th, at the National Convention Center, President Luong Cuong received the Prosecutor General of the Russian Federation, AV Gutsan, leading the Russian delegation attending the Opening Ceremony of the United Nations Convention against Cybercrime, held in Hanoi from October 25-26, 2025.

Warmly welcoming Prosecutor General Gutsan and the high-level delegation from the Prosecutor's Office to visit and work in Vietnam, the President affirmed that the participation of the Russian delegation was an important contribution to the overall success of the Opening Ceremony and Russia's support for multilateral activities hosted by Vietnam, while also highly appreciating Russia's role as the country that initially proposed the Convention initiative.

Prosecutor General of the Russian Federation AV Gutsan expressed his pleasure at visiting Vietnam and attending this extremely important multilateral event, not only for Vietnam but also for the Russian Federation.

Prosecutor General Gutsan conveyed President Vladimir Putin's greetings to President Luong Cuong; emphasizing that the United Nations' choice of Hanoi as the venue for the signing ceremony of the Convention demonstrates its high appreciation for Vietnam's constructive role and responsibility in global issues, especially in promoting international cooperation in combating high-tech crime.

President Luong Cuong affirmed that Vietnam always supports all efforts of the international community towards a peaceful , stable, and prosperous world. In implementing its independent and self-reliant foreign policy, Vietnam considers Russia one of its top priorities and wishes to strengthen and deepen the framework of the Comprehensive Strategic Partnership with Russia.

The President emphasized the traditional friendship with a rich history of 75 years, having gone through many ups and downs, nurtured by many generations of high-ranking leaders and people of both countries, and continuing to reap many positive and substantive results in many fields.

The State visits to Vietnam by President Putin (June 2024) and the official visit to Russia by General Secretary To Lam (May 2025) have created strong momentum for bilateral cooperation, especially in the fields of economy and trade, science and technology, education and training, tourism, and health. Cooperation in the field of security has been promoted both bilaterally and multilaterally, particularly in the areas of combating cybercrime and responding to non-traditional security challenges.

President Luong Cuong highly appreciated and welcomed the increasingly effective cooperation between the Supreme People's Procuratorate of Vietnam and the Federal Prosecutor's Office of Russia in recent times. The Prosecutor General of the Russian Federation stated that he will continue to promote the exchange of delegations between the two agencies, strengthen the exchange of experience, and train officials in the future.

Both sides expressed confidence that this visit and working trip of the Prosecutor General of the Russian Federation, along with the signing of the United Nations Convention against Cybercrime in Hanoi, will create new momentum to promote cooperation between Vietnam and Russia in the fields of law, justice, security, and information science and technology, contributing to strengthening the comprehensive strategic partnership between Vietnam and Russia in the context of the current international situation.
