According to VNA, during the meeting, President Tharman Shanmugaratnam emphasized that the official visit of National Assembly Chairman Tran Thanh Man to Singapore was a significant event, taking place just before the major national holidays of both countries in 2025, contributing to the increasingly strong and practical development of bilateral relations; he congratulated the Vietnamese National Assembly for working closely with the Government to make sound decisions, helping to achieve many great achievements in socio-economic development and high GDP growth rates.
The President of Singapore respectfully requested the Speaker of the National Assembly to convey an invitation to General Secretary To Lam to visit Singapore at a suitable time.
National Assembly Chairman Tran Thanh Man shared with the Singaporean President the results of the talks between the two National Assembly Chairmen, including major directions and measures to promote cooperative relations between the two countries and between the two National Assemblies in particular in all areas of politics and diplomacy, security and defense, economy and trade, education and training, cultural exchange, people-to-people exchange and local connectivity.
Highlighting the President's leadership role, the Speaker of the National Assembly requested President Tharman Shanmugaratnam's support for the effective implementation of the Cooperation Agreement between the two Parliaments signed in 2022, contributing to making cooperation between the legislative bodies of the two countries one of the important channels of cooperation in the Vietnam-Singapore Strategic Partnership, creating a foundation for upgrading the relationship in the future.

Discussing issues of interest to Vietnam and strengths in which Singapore excels, National Assembly Chairman Tran Thanh Man suggested that Singapore and the President personally pay attention to promoting the implementation of the Agreement on the Training Program for mid-level and senior officials of the Communist Party of Vietnam in Singapore for the period 2024-2026; increasing the number of scholarships at all levels for Vietnam; and expanding programs such as Leadership Management and Potential Leaders to other levels of Vietnamese officials.
Agreeing with the proposal of National Assembly Chairman Tran Thanh Man, the President of Singapore affirmed that Singapore will continue to support Vietnam in improving the quality of its human resources, and suggested that the two sides continue to promote exemplary cooperation models such as the Vietnam-Singapore industrial park; further utilize cooperation opportunities in new areas such as digital transformation and the carbon credit market; strengthen energy cooperation, connect electricity grids, including the ASEAN power grid, accelerate the Sembcorp Group's project with the Vietnam Petroleum Technical Services Corporation (PTSC); and enhance cooperation, cultural exchange, and tourism.
The two leaders affirmed that they would continue to create favorable conditions for the Vietnam-Singapore Friendship Association and the people of both countries to live and work, contributing to each other's socio-economic development and playing a bridging role in the friendly relations between the two countries.
Discussing issues of common interest and cooperation within multilateral mechanisms, the two leaders agreed that the two countries will continue to coordinate closely in regional and international multilateral forums and organizations such as the United Nations, ASEAN, APEC, and parliamentary forums; emphasizing ASEAN's consistent stance on resolving disputes in the South China Sea through peaceful means, in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), in order to ensure a stable environment and sustainable development in the region.
