In recent times, forest management and protection in the province have received timely and coordinated attention from local Party committees, authorities, relevant departments and agencies, and forest owners, resulting in a generally stable forest environmental security situation. However, illegal logging still occurs in some localities .

Considering the reports and proposals of the Department of Agriculture and Environment in the following documents: No. 689/BC-SNNMT dated July 3, 2025, regarding the initial results of the inspection and handling of information published in the Ha Tinh Newspaper article "Destruction of coastal protection forests in Ha Tinh"; and No. 3420/SNNMT-KL dated July 3, 2025, regarding strengthening forest management and protection in the province; in order to promptly rectify and overcome existing shortcomings, and at the same time focus on effectively organizing the management and protection of forests, especially during the transition period and new operation of the commune-level government, the Chairman of the Provincial People's Committee requests localities, forest management units, and relevant departments and agencies to seriously implement Document No. 4635/UBND-NL4 dated July 1, 2025, of the Provincial People's Committee directing forest fire prevention and control.

"Slicing up" the coastal protection forest of Ha Tinh

Recently, hundreds of casuarina trees in the coastal protection forest area of ​​Thach Khe commune (formerly Thach Hai commune, Ha Tinh city) have been cut down by local people, but the local authorities and relevant agencies are still unsure how to handle the situation.

Simultaneously, the People's Committees of wards and communes with concentrated forests should effectively perform their functions of State management of forests and forest land in their areas; regularly inspect and review to identify key forest areas at high risk of encroachment, especially natural forests and coastal protection forests... to strengthen patrol, inspection, and monitoring forces to effectively manage and protect forests at the source; review individuals who frequently violate the Forestry Law to develop solutions for management, education , prevention, and timely detection and strict handling of violations (if any); absolutely prevent forest encroachment.

Directing relevant departments and agencies (local forest rangers, police, military, grassroots security forces, etc.) to strengthen coordination in inspecting and supervising forest owners to ensure effective forest protection at the source; programs and projects related to forests and forest land; and businesses involved in the processing and trading of forest products; promptly detecting, preventing, and strictly handling violations of the law.

Inspect and review the area of ​​unallocated and unleased forest land currently managed by the commune-level People's Committees to develop a management and utilization plan that complies with legal regulations and maximizes the potential and advantages of forest land in the area.

Strengthen the dissemination and education of laws to raise awareness and responsibility regarding forest management, protection, utilization, and development within the managed area; enhance guidance for households, individuals, and communities allocated land and forests to organize forest management, protection, utilization, and development in accordance with the regulations on forest management.

Regarding forest management units: they must seriously fulfill their responsibilities for forest protection as stipulated in the Forestry Law; organize forest management, protection, utilization, and development according to sustainable forest management plans; strengthen patrols, inspections, and close monitoring of the forest and forest land under their management, especially existing natural forests; absolutely prevent illegal logging, deforestation, clearing, and encroachment on forest and forest land. They must strengthen their forces and proactively coordinate with relevant departments, agencies, and local authorities to organize patrols, inspections, and raids to effectively protect forests at the source, detect, prevent, and strictly handle violations of land and forestry laws.

The Department of Agriculture and Environment directs the forest rangers to continue coordinating with relevant agencies and the local government of Thach Khe commune to inspect, verify, and clarify the incident reported by Ha Tinh Newspaper in order to handle and advise on timely and serious handling in accordance with the law.

Regularly monitor, urge, guide, direct, and inspect local authorities and forest management units in organizing the implementation of the Provincial People's Committee's directives on forest protection and development and forest fire prevention and control in the province; summarize the results of implementation and existing problems and obstacles throughout the province to proactively handle them or advise the Provincial People's Committee on handling them according to regulations.

Strengthen local forces to closely monitor and coordinate with commune-level People's Committees to effectively perform their functions of state management of forestry in the area; inspect, promptly detect, prevent, and strictly handle violations.

Urge and guide the People's Committees of wards and communes to inspect and review the area of ​​forest land and forestry land that has not yet been allocated or leased and is currently managed by the People's Committees at the commune level, in order to develop a management and utilization plan that ensures compliance with legal regulations and maximizes the potential and advantages of forests and forestry land in the area.

The Provincial Police and the Provincial Military Command effectively organized and implemented the fight against violations of forestry laws; directed subordinate departments and units, ward and commune police, and border guard posts to strengthen close coordination with forest rangers, local authorities, and forest owners to organize patrol and inspection forces, promptly detect, prevent, and strictly handle violations of forestry laws and resistance to law enforcement officers.

The Department of Culture, Sports and Tourism and Ha Tinh Newspaper are strengthening the dissemination and education of laws on forest management, protection and development; the responsibilities of all levels, sectors, and forest owners in forest protection and development; promptly highlighting exemplary organizations and individuals who perform well, and criticizing violations of forestry laws and resistance to law enforcement.
