New video -generating AI technology offers many opportunities for users but also poses risks
On July 9, Ho Chi Minh City Police said that through the work of receiving reports and denouncing crimes, there have been no recorded cases of fraud by the AI Veo 3 video creation technology. However, people also need to be vigilant because besides the positive aspects, this technology can be exploited by bad guys to commit illegal acts.
According to the Department of Cyber Security and High-Tech Crime Prevention (PA05) of Ho Chi Minh City Police, generative AI applications - also known as artificial AI (such as Swapface, SoraAI, ChatGPT, Deepseek...) that allow users to create videos, images, livestreams with voice changes, and face changes have become increasingly popular.
At the end of May 2025, Google released Google Veo 3, a new AI video creation technology that is causing a fever on popular social networking platforms such as Facebook, X... with the ability to create images, content and movements of both characters and backgrounds, especially the ability to automatically create sound effects and voiceovers on demand, making it difficult for many viewers to distinguish whether it is an AI product or a real scene.
Besides the positive effects (great potential in content creation,education , cinema, media...), this technology can be exploited by subjects to commit illegal acts.
For example, from a person's image, bad guys can take advantage of Veo 3 technology to automatically "extract" many important information such as: the face of the photo owner; the geographic location where the person in the photo often visits; products and services often used; living habits... thereby recreating the face and voice with only images and sounds taken from cyberspace; from here creating a realistic "digital copy".
A familiar trick of scammers using AI technology is that after creating a "digital copy", they will have someone impersonate a relative or a government agency (police, court, prosecutor's office, tax office, hospital, etc.) to make a video call to ask them to do as requested or pretend to panic and call for emergency help to exploit the victim's anxiety; once the victim has transferred the money, the scammer immediately "disappears".
In addition, bad guys can also use this tool for other illegal purposes such as: pornographic content, spreading false information... to extort property.
According to PA05, in the coming time, bad guys will still take advantage of the development of science and technology to exploit, operate and commit illegal acts. Meanwhile, people's knowledge and awareness of identification, self-prevention and vigilance are still limited.
In order to improve the effectiveness of the fight against fraudulent activities of appropriating assets in cyberspace in the coming time, the City Police will continue to report to the Ministry of Public Security to advise the Party and the State to complete the legal corridor, the work of state management of security and order, the work of mobilizing the masses to participate in the movement of the whole people to protect national security at the grassroots level to raise awareness and vigilance, increase the effectiveness in preventing and detecting fraudulent activities of appropriating assets in cyberspace.
In addition, Ho Chi Minh City Police recommends the following to people:
Be vigilant against messages and calls from unknown numbers with content about unexpected situations; carefully check, verify, and determine the accuracy of information; absolutely do not listen, do not follow instructions, do not transfer money as requested by bad guys, do not access links of unknown origin sent in messages, emails, etc.
Limit posting content related to personal information on public social networking platforms... to avoid cases where bad guys steal information such as images, videos, voices; at the same time, set personal social networking accounts to private mode to protect information; only install online applications from official sources of the phone operating system (CH Play, AppStore).
In case of discovering fraud or suspecting fraud using the above tricks, you need to quickly report to the nearest police agency for timely support and resolution.
