Mass mobilization work in Regiment 326

The 326th Economic-Defense Brigade, Military Region 2, is tasked with carrying out mass mobilization work, participating in building a strong political foundation, maintaining the people's trust in strategic areas; implementing projects, helping people alleviate poverty, and contributing to creating favorable conditions for the socio-economic development of the locality.

Colonel Tran Quoc Tri, Political Commissar of the 326th Economic -Defense Brigade (Brigade 326), stated: During the development of the unit and the locality, mass mobilization work plays a crucial role in connecting the community, raising community awareness, and fostering solidarity between the people and the military. One of the important activities of Brigade 326 is to propagate and mobilize the people to participate in economic-defense development programs and projects. The Brigade has organized seminars, workshops, and exchanges with the community, helping people understand the benefits and importance of economic-defense development. At the same time, it leads and directs the effective implementation of mass mobilization work, participating in building a strong local political foundation and a solid foundation of public support.

For over 20 years, the unit has effectively implemented a coordinated program between Unit 326 and local Party committees, authorities, departments, and mass organizations in the project area. Annually, the unit conducts surveys, develops coordination plans, and implements mass mobilization work. It directs production and political base construction teams to send officers and staff to the grassroots level to understand the local situation and the people's situation; to propagate and mobilize the people to abide by the Party's guidelines and policies, the State's laws and regulations, border regulations, and actively participate in socio-economic development, new rural construction, and the implementation of a cultured lifestyle.

In addition, Unit 326 directly assisted political organizations such as Party branches, Youth Union branches, women's associations, and farmers' associations in villages to improve the quality of their activities, especially in border villages and remote areas. The focus was on identifying and nurturing potential new Party members, eliminating villages without Party members, establishing Party branches with Party committees; and building and maintaining a high-quality and effective force of sympathizers.

Over the past 20 years, the Youth Union has sent over 7,000 cadres and staff to communes, villages, and residential clusters to assess the political security situation, social order and safety, and the people's situation; organized 130 propaganda sessions for 11,000 people. It has directly assisted 108 socio-political organizations in improving the quality of their activities; helped train and recruit 59 new Party members; assisted 302 households in implementing some aspects of poverty alleviation according to multidimensional criteria; and helped 87 villages implement 1 to 2 criteria for building new rural areas.

The team contributed over 10,000 man-days of labor and provided more than 100 million VND in support to help people build roads, irrigation canals, and other welfare facilities, including clean water supply; they also mobilized and introduced 184 young people from highland villages to work in industrial zones, earning 7-9 million VND per month.

Implementing model economic projects at the Party Committee, Enterprise 26, production teams, and political base construction to gain experience and disseminate it throughout the locality. Promoting and encouraging the people to learn and follow effective farming and cultivation methods. In particular, the model of using a ram pump to pump water to higher elevations without electricity or fuel helps to sustainably and efficiently cultivate fruit trees on sloping land. Models for processing animal feed for closed-loop livestock farming and several technical innovation initiatives have been widely applied among the people.

In addition, we will gradually establish links with units that introduce science and technology into production areas and ensure market access for products. We will test several medicinal plant varieties and plant forests as a basis for replicating the model. We will initially determine the methods for implementing economic and national defense tasks and form a suitable management mechanism.

Ms. Tong Thi Kien, Vice Chairman of the People's Committee of Sop Cop District, assessed: Unit 326 has implemented many policies and measures to lead and direct the implementation of approved and funded economic and national defense projects. Over 20 years, it has completed 3 road construction projects with a total length of 47.5 km, worth nearly 45 billion VND; 4 projects including classrooms, official residences, and cultural centers, worth nearly 4 billion VND; a 233-hectare protective forest planting project in Muong Va and Muong Lan communes, worth over 3.8 billion VND; and irrigation projects and water supply systems for the people...

The Youth Union has received, managed, trained, and assigned tasks to young intellectual volunteers to participate in literacy programs, provide advice and guidance to help people apply science and technology to production, livestock farming, household economic development, rural development, and poverty reduction. Accordingly, the Youth Union's young intellectual volunteers contributed 300 man-days to help 120 households harvest crops...; and participated in teaching 15 literacy classes for 479 people.

Unit 326 has contributed to reducing the poverty rate in the project area by 4-5% annually, accelerating the progress of new rural development in the strategic remote border region. The mass mobilization work of Unit 326 has fostered cohesion and sustainable development, making a positive contribution to the overall development of Sop Cop district.
