Speaking at the conference, Provincial Party Secretary Tran Duc Thang emphasized that the new apparatus of the Provincial Party Committee's Propaganda and Mass Mobilization Department, officially commencing operations on March 1, 2025, is an important event, marking a new stage of development for the province's propaganda and mass mobilization sector.
The Provincial Party Secretary acknowledged that, in recent times, the propaganda and mass mobilization sectors have made significant contributions to the overall development of the province. The propaganda sector has effectively carried out its nhiệm vụ of guiding ideology, disseminating the Party and State's policies and guidelines, and raising political awareness among cadres, Party members, and the people. Propaganda activities on studying and following the thoughts, ethics, and style of Ho Chi Minh ; and organizing research and dissemination of Party resolutions have contributed to consolidating national unity and creating social consensus.
The mass mobilization sector has effectively played its role in connecting the Party and the people, implementing many skillful mass mobilization models, promoting patriotic emulation movements, and fostering the strength of national unity. Government mass mobilization work contributes to improving the effectiveness of state management and promptly resolving pressing issues among the people.
The Provincial Party Secretary emphasized that the merger of the Propaganda Department and the Mass Mobilization Department at all levels is one of the important aspects of streamlining the current organizational structure, creating conditions to maximize the combined strength of propaganda, political and ideological education , and mass mobilization work.
The merger is not just an organizational change, but more importantly, a unification of awareness, thinking, and action in implementing the province's political tasks. The merger aims to make the province stronger and contribute more effectively to the common cause.
The Provincial Party Secretary acknowledged and commended the leaders and specialists of the propaganda and mass mobilization sectors from the provincial to the district levels for their high sense of responsibility, exemplary conduct, and voluntary early retirement to facilitate the restructuring of the organization; prioritizing the interests of the organization over personal interests, so that the next generation of cadres has the opportunity to train and contribute to the province.
2025 is a year of many important political events, especially the successful organization of Party congresses at all levels leading up to the 14th National Congress of the Party; and the continued operation of the new organizational structure to ensure efficiency, effectiveness, and effectiveness. In the new situation, propaganda and mass mobilization work requires sensitivity, a deep understanding of reality, and a truly proactive approach to creating social consensus and serving socio-economic development.

Mass mobilization work must focus on the goals of ensuring people's well-being, caring for their livelihoods, and implementing social security. It must promptly address conflicts and grievances among the people. It must thoroughly overcome formalism, waste, bureaucracy, and detachment from the people. It must continue to vigorously innovate methods of mobilizing the people, staying close to the grassroots and thoroughly understanding the local situation. Mobilizing the people must be specific, clear, focused, easy to understand, easy to remember, easy to say, and easy to do.

The Provincial Party Committee's Propaganda and Mass Mobilization Department officially commenced operations on March 1, 2025, comprising six specialized departments: Office; Political Theory and Party History; Information, Propaganda, Press, Culture and Arts; Science and Education; Mass Organizations and Associations; and Mass Mobilization of State Agencies, Ethnic Groups, and Religions.
The leadership of the Propaganda and Mass Mobilization Department consists of one head and five deputy heads.
Comrade Nguyen Quang Phuc, Member of the Standing Committee and Head of the Provincial Party Committee's Propaganda Department, has been appointed by the Provincial Party Committee's Standing Committee to the position of Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department.
Comrades Nguyen Thuy Ha, Secretary of the Party Committee of the Provincial Agencies Bloc; Nguyen Hong Sang, Deputy Head of the Provincial Party Committee's Propaganda Department; Tran Anh Tuan, Deputy Head of the Provincial Party Committee's Mass Mobilization Department; Nguyen Hong Ha, Deputy Head of the Provincial Party Committee's Mass Mobilization Department; and Nghiem Xuan Tuan, Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, have been transferred and appointed by the Provincial Party Standing Committee to the position of Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department.
