Hanoi Convention: Symbol of trust and solidarity between nations

Hanoi - City for Peace has become a global forum for cooperation and trust, a vivid demonstration of Vietnam's growing role in promoting peace goals.

On October 25-26, 72 countries and organizations attended the signing ceremony and High-Level Conference on the United Nations Convention against Cybercrime ( Hanoi Convention).

The Hanoi Convention is expected to be a beacon for the international community's joint efforts in the fight against cybercrime, a historic milestone for a new era with technology for people, digitalization for peace .

Recognizing the role of host Vietnam

The signing ceremony and the High-Level Meeting on the United Nations Convention against Cybercrime were successfully held. International delegates highly appreciated the role of Vietnam as the host country.

This is an event of special foreign significance in 2025, affirming Vietnam's prestige, professionalism and capacity to organize events of global stature.

Ms. Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC), said that the discussion path to the signing of the Convention was very long and challenging, with more than 420 hours of formal negotiations and countless hours of informal negotiations, with the participation of more than 150 member states and the contributions of 160 stakeholders.

She thanked Viet Nam for bringing together all countries to work towards a common global goal; hosting the conference in the beautiful capital of Hanoi. UNODC is proud to support Viet Nam in hosting this conference and continues to believe in Viet Nam’s leadership and cooperation in bringing the new Convention into practice.

Ms. Ghada Waly said that Hanoi will not only be remembered as “the host of a signing ceremony” but also as a center for deployment and capacity sharing – a model for digital diplomacy of developing countries.

Sharing the same view, Minister and Permanent Representative of the State of Palestine to the United Nations Riyad H. Mansour said that in the joint effort to implement the signing of the Hanoi Convention, Vietnam's role deserves to be recognized and appreciated.

“As the host country of this historic signing ceremony, Vietnam has shown remarkable leadership, organization and coordination. From content preparation and logistics to security, protocol and communication, everything was handled professionally, effectively and with national identity,” said Mr. Riyad H. Mansour.

According to Minister Riyad H. Mansour, Vietnam has long been a pioneer in promoting international dialogue and cooperation on cyber security, demonstrating a constructive, responsible and forward-looking approach. Hanoi - City for Peace has once again become a global forum for cooperation and trust, a vivid demonstration of Vietnam's growing role in promoting the United Nations' peace, security and development goals.

“On behalf of the State of Palestine, I would like to extend my sincere congratulations and deep gratitude to the Government and People of Vietnam for hosting this important United Nations event with such openness, dedication and admirable spirit of international solidarity,” said Mr. Riyad H. Mansour.

Laying the foundation for digital security

The signing ceremony of the Hanoi Convention received high consensus and unanimity from the international community. The Hanoi Convention is not only a legal document but also a symbol of trust, dialogue and solidarity between nations.

According to Mr. Riyad H. Mansour, the joint effort of the international community in drafting and adopting the United Nations Convention on Cybercrime has profound historical significance. For the first time, the world now has a unified global legal framework, a platform where countries can coordinate actions, share information and strengthen cyberspace protection capacity, ensuring that the digital world is always safe, humane and fair for everyone.

“The Hanoi Convention demonstrates the strong political will of United Nations Member States to rise above their differences and face a common challenge together, because in today’s interconnected world, no country can be secure if others remain vulnerable,” said Mr. Riyad H. Mansour.

The Palestinian delegate believes that the Hanoi Convention will usher in a new era of global cooperation in the fight against cybercrime, an era that protects digital sovereignty, strengthens mutual trust between nations, and above all, ensures that technology serves peace, social justice and sustainable development.

“The spirit of the Hanoi Convention, embodied in solidarity, dialogue and cooperation, will continue to inspire global efforts to address emerging challenges of the digital age,” affirmed Mr. Riyad H. Mansour.

Sharing at the Discussion Session, Mr. Ahmed Rashid Khattabi, Assistant Secretary General and Head of the Communications and Media Department of the Arab League, said that the Hanoi Convention marks a historic milestone in the development of multilateral cooperation.

This legal achievement is a testament to the collective will to lay the foundations for digital security, criminal justice enforcement and the protection of individual and organizational rights.

“We look forward to strengthening international efforts to establish a secure, cohesive and resilient global digital environment that can prevent the growing threat of cybercrime, thereby contributing to promoting peace, security, stability and common development,” Mr. Ahmed Rashid Khattabi affirmed.

Sharing the same view, Mr. Vahid Jalalzadeh, Deputy Foreign Minister of the Islamic Republic of Iran, said that the United Nations Convention on Cybercrime is an important milestone in creating a global framework to combat cybercrime and enhance cooperation between countries.

Accordingly, the Hanoi Convention is an important milestone for multilateralism and international cooperation to combat the use of information technology for criminal purposes.

Mr. Vahid Jalalzadeh raised the issue of ensuring that all countries, regardless of their level of development, have the tools, knowledge, technical support and resources to combat cybercrime.

“Today’s signing sends a unified message that the international community is committed to contributing to a secure, stable and peaceful digital environment for all. Let us leave Hanoi not only with a signed treaty, but also with a renewed sense of common purpose. Let us translate the provisions of this Convention into concrete actions for a safer world through effective international cooperation,” said Vahid Jalalzadeh./.
