Hanoi Convention: Premises for promoting broad participation and effective implementation

The Hanoi Convention is a historic milestone in the process of cooperation in preventing and combating cybercrime; the signing ceremony of the Hanoi Convention will soon take effect and be effectively implemented in the coming time.

On November 17, the Permanent Mission of Vietnam to the United Nations (UN) chaired and coordinated with the Delegations of Austria, Australia, Ecuador, the Dominican Republic, Laos, South Africa and the United Nations Office on Drugs and Crime (UNODC) to co-organize a solemn diplomatic reception to celebrate the success of the signing ceremony of the Hanoi Convention against Cybercrime and a roundtable discussion on promoting the Convention's early entry into force and effective implementation in the coming time.

According to a VNA reporter at the United Nations, the event was attended by representatives of United Nations agencies and nearly 90 Ambassadors, Heads of Delegations, representatives and experts from countries in New York.

Speaking at the opening ceremony of the event, Ambassador Do Hung Viet, Head of the Permanent Delegation of Vietnam to the United Nations, affirmed that the signing ceremony and the Hanoi Convention High-Level Conference were successful in all aspects.

This achievement was achieved thanks to the close coordination between the host country and United Nations agencies, as well as the cooperation and participation of 119 countries and many relevant international agencies and organizations.

The signing of the Convention by 72 United Nations member states in Hanoi is a demonstration of the international community's commitment and broad support for the Hanoi Convention - the first global legal document on cooperation in combating cybercrime.

The Ambassador, Head of the Delegation, emphasized that the success of the signing ceremony is the first step, creating the premise for implementing the next steps to bring the provisions of the Hanoi Convention into international life, in which countries need to continue to join hands to promote more countries to sign the Convention, countries that have signed to ratify it soon and especially need to prepare the necessary conditions at the national, regional and global levels so that the Convention can be effectively implemented as soon as it comes into effect.

Inheriting and promoting the “Hanoi Spirit,” Ambassador Do Hung Viet once again affirmed that Vietnam will continue to play an active role, ready to cooperate with all countries, United Nations agencies and relevant international organizations in the next steps to promote widespread participation and full and substantive implementation of the Hanoi Convention in the coming time.

Speaking at the roundtable discussion, representatives of UNODC and the United Nations Legal Office highly appreciated Vietnam's proactive, positive role and constructive spirit throughout the negotiation process to build the Convention, as well as its great contributions and investments in human and material resources in the past year, contributing to creating a historic signing ceremony, with the largest number of signatories in nearly a decade.

The United Nations agencies affirmed that they will continue to accompany countries in the process of ratifying and implementing the Convention, through many measures and programs to promote cooperation between law enforcement agencies, especially in sharing experiences, providing technical assistance, enhancing capacity and transferring technology to developing countries.

Ambassadors, Heads of Delegations of countries and experts on cybercrime and law from different regions all highly appreciated the leadership role of Vietnam through the initiative to host the Opening Ceremony and High-Level Conference of the Convention against Cybercrime in Hanoi, affirming that the substantial contributions in recent times have reflected Vietnam's strong commitment to multilateralism and global efforts to respond to the challenge of cybercrime.

Many delegates affirmed that the Hanoi Convention is a historic milestone in the process of cooperation in preventing and combating crimes in cyberspace; the success of the signing ceremony with the participation and support of many countries is a favorable start to turn commitments into actions, through this common legal framework to further promote global cooperation, share responsibilities, and work towards a safe cyberspace for all countries and all people.

The Hanoi Convention against Cybercrime, adopted on December 24, 2024, is the first international legal instrument of the United Nations to create a global, unified and binding framework for cooperation in preventing, investigating and handling cybercrime.

The Convention includes provisions on criminalizing cyber attacks, protecting critical information infrastructure, mechanisms for sharing data and electronic evidence, extradition, mutual legal assistance and technical cooperation.

At the same time, the Convention also emphasizes the need to balance cybersecurity with ensuring human rights, privacy and national sovereignty . The Convention was opened for signature in Hanoi on October 25, 2025 and will officially come into force after being ratified by 40 countries.

For the first time, a Vietnamese location has been listed and associated with a global multilateral treaty related to a field of great concern to the international community.

This choice reflects the country's increasingly high international position and prestige in actively promoting multilateralism, participating in leading the process of building and shaping global digital governance frameworks, ensuring cybersecurity and national sovereignty in cyberspace, creating a premise for successfully implementing the digital transformation strategy to prepare the country to enter a new era, an era of strong and prosperous development of the Vietnamese people./.
