Voters and people of Lang Son province expressed high consensus with the draft documents submitted to the 14th National Party Congress. The draft documents were carefully and scientifically prepared, with comprehensive and concise content, accurately reflecting the country's situation; closely following reality, demonstrating the Party's steadfast ideological foundation, Marxism-Leninism, Ho Chi Minh Thought, and creatively applying them in the new context.

The draft documents have outlined in depth the great achievements and lessons learned after 40 years of renovation; frankly pointed out the limitations, shortcomings and causes; proposed viewpoints, goals, orientations and solutions for comprehensive national development in the new era. In particular, the draft documents have emphasized strategic issues such as: Continuing to streamline the organizational apparatus, operating effectively and efficiently; making breakthroughs in science and technology development, innovation and digital transformation; deeply integrating internationally, adapting to the new context; perfecting institutions, building and enforcing laws to meet the requirements of rapid and sustainable development; affirming the role of the private economy as the most important driving force of the national economy.

The assessments in the draft documents have demonstrated the spirit of "looking straight at the truth, speaking clearly the truth", showing the political mettle and scientific nature in formulating the Party's policies; strengthening the trust of cadres, party members and people...

Mr. Nguyen Phuc Ha, Chairman of the Association of Literature, Arts and Journalists of Lang Son province, commented that the draft political report of the 13th Party Central Committee submitted to the 14th Party Congress correctly assessed the results and achievements the country had achieved in the past term as well as after 40 years of innovation with many targets achieved and exceeded.

“According to the report, economic growth in the 2021-2025 period will average about 6.3% per year, among the group of high-growth countries in the region and the world. GDP in 2025 is estimated to reach over 510 billion USD, 1.47 times higher than in 2020, ranking 32nd in the world; GDP per capita will reach about 5,000 USD, joining the group of upper-middle-income countries, highly appreciated by many prestigious international organizations. These are extremely impressive achievements for a developing country like Vietnam,” Mr. Ha shared.

According to the Chairman of the Association of Literature, Arts and Journalists of Lang Son province, in the past term, Vietnam and the world have been heavily affected by the COVID-19 pandemic, but with the flexible, creative and proactive management of the Party and State, with policies such as vaccine diplomacy, rapid vaccination campaigns, building green zones to maintain and ensure production activities, customs clearance of goods... our country has overcome the pandemic, the economy has gradually recovered and grown, contributing to the successful completion of the goals and tasks set at the beginning of the term. The results of the country's socio-economic development in the 2020-2025 term are not just simple numbers but have demonstrated the mettle, intelligence, solidarity, strength and consensus of the whole nation...

The Chairman of the Lang Son Provincial Literature, Arts and Journalists Association highly appreciated the spirit of comprehensive, drastic and timely innovation from the Central to the local levels in recent times. Resolution No. 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" was issued and took effect in 2017. Localities across the country have also implemented and achieved initial results, but it is not until 2024 and 2025 that the implementation of this resolution will be truly drastic and synchronous. Thanks to that, by July 1, 2025, ministries, branches and localities have completed the arrangement, merger, and streamlining of the apparatus and officially operated the 2-level local government model. It can be said that this is an unprecedentedly rapid "revolution".

Along with the reorganization and streamlining of the apparatus, the Politburo has issued many resolutions for national development in the new period such as: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW on breakthroughs in education and training development; Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health... These are strategic resolutions to bring the country into a new era of breakthrough development and prosperity.

Studying the draft documents to be submitted to the 14th National Party Congress based on local realities, Mr. Phung Van Khiem, Head of the Party Cell, Head of Residential Group No. 5, Block 19, Dong Kinh Ward, Lang Son Province, agreed with the viewpoint and goal of striving to achieve an average gross domestic product (GDP) growth rate of 10%/year or more in the 2026 - 2030 period; GDP per capita by 2030 reaching about 8,500 USD is well-founded and appropriate.

Mr. Khiem analyzed that in 2025, the Government has set a target of GRDP growth of 8% or more nationwide. Provinces and cities strive for GRDP growth this year to reach over 8% and double-digit growth in 2026. Currently, the whole country is implementing, preparing to complete, and putting into operation many key projects and works at the provincial and national levels that play a role in promoting growth and socio-economic development of the country and the region. In addition, with resolutions and policies to remove "bottlenecks" in policy mechanisms, in the coming time, it is expected that many large enterprises and corporations applying high technology will invest in Vietnam, contributing to the overall development of the country...

Through the content of the draft documents, Mr. Khiem suggested that the draft documents should supplement and emphasize new factors, especially non-traditional security challenges such as climate change, global pandemics, cyber security, human security, etc. These are not only topical issues but also directly impact political stability, sustainable development and people's quality of life.

From local practice, after more than 4 months of operation, the 2-level local government has been operating smoothly, basically meeting the requirements of the people and businesses. However, in reality, some difficulties have also arisen due to lack of facilities; the initial staff was somewhat confused, a part has not met the new requirements and tasks... Therefore, the draft documents must fully assess the impact of the arrangement of administrative units and the 2-level local government model, thereby proposing development solutions suitable to reality.

“In the draft documents, it is necessary to add specific indicators using a quantitative data system, avoiding general and difficult-to-measure targets; along with the targets, there should be a clear roadmap, solutions and resources for implementation. For example, it is possible to consider and clearly state the target that by 2030, people will be exempted from medical examination and treatment costs,” Mr. Khiem proposed.

Studying the draft political report, Ms. Tran Thi Huyen in Chi Lang commune, Lang Son province was happy that the agricultural sector is still considered important. The draft political report identifies the transformation of the rural economic structure towards green, ecological, circular, value chain-based, and effective. Promote the application of science, technology, and digital transformation in agriculture; develop large commodity production areas with high quality and added value, associated with deep processing and product branding; develop forms of organization and linkage of production and business in agriculture and rural areas; expand agricultural export markets, build production chains, and link product consumption.

The above contents have practical significance, because in order to increase the value of agricultural production and increase people's income, it is imperative to promote the application of science and technology, organize production according to the chain and meet standards and regulations for export. However, in reality, farmers still face many difficulties in accessing large capital sources; the application of scientific and technical advances in cultivation and animal husbandry; and the export of goods is still entangled with many regulations of other countries. From that reality, the State and competent agencies create favorable conditions for loans, shorten the lending process and procedures to help farmers expand their production scale. Specialized agencies support and send technical staff to the grassroots to pilot models of applying science to production, hand-in-hand with farmers, thereby gradually expanding to promote sustainable efficiency. Central and local ministries and branches held talks and worked with agencies of other countries, adding more Vietnamese agricultural products to the list of export goods.
